Description

Under limited supervision, the Assistant Director of Utility Operations directs and coordinates the functions and programs of the Public Works Department's Utility Operations and Maintenance Divisions, which include the Water Treatment Plant, Water Distribution, Wastewater Collections, Wastewater Treatment Plant, Stormwater Operations, industrial Pre-Treatment, and Water/Wastewater Laboratory Services. This position also assists the Executive Director of Public Works.

Posted pay range is the starting salary. Pay rate offered is based on experience.

Examples of Duties

  • Participate in department strategic planning meetings, innovated brainstorming sessions, and forward-thinking discussions with staff that will allow our department to pursue continuous improvement with the goal of becoming an extremely high performing department.
  • Will be instrumental in promoting the established culture as well as the vision and mission of the department. Develop, mentor, and lead staff in career development.
  • Required to lead meetings and assist with representing the department at various executive level meetings and discussions, as well as prepare public speaking presentations as necessary.
  • Preparing and presenting reports to City Council and various community groups.
  • Oversees the development, implementation, and continuous evaluation of strategies that provide for effective predictive and preventive maintenance of the City's water, wastewater, reuse water, and stormwater system capital assets and the development and enhancement of an asset maintenance management information system.
  • Provides strategic direction and leadership to ensure that maintenance programs support the City's capital assets and are integrated with water, wastewater, and stormwater system operational needs to ensure effective priority setting and resource allocation.
  • Organizational and work process improvements to ensure that operational decisions and actions regarding utility operations to continuously meet customer service goals and regulatory requirements.
  • Participate in meetings with other Utility Management staff to address and develop solutions for utility infrastructure-related issues.
  • Direct, oversee, and participate in the development of the Division's work plans; assign work activities, projects, and programs; monitor work flow; review and evaluate work products, methods, and procedures; manage progress toward program objectives, and develop and implement short and long term goals.
  • Prepare and administer the Division's budgets which include participating in the forecast of additional funds needed for staffing, equipment, materials, and supplies.
  • Participate in the department's CIP project planning, design, and implementation, establish and implement standard operating practices that ensure the water, wastewater, and stormwater systems meet all applicable rules.
  • Responsible for all activities associated with supervising employees which include, but are not limited to: interviewing, hiring, training, performance evaluation and discipline.
  • Emergency response and recovery planning and implementation.

Experience and Training

  • Bachelor's Degree from an accredited college or university in a related field or any combination of education and experience which has provided the desired competency which typically requires a Bachelor's degree.
  • Ten (10) years of increasingly responsible experience in utilities maintenance, six (6) of which were in a supervisory capacity.

Certificates and Licenses Required

  • Class B Water Treatment and Class B Wastewater Treatment license required.
  • Class A Water and Class A Wastewater preferred.
  • Competency in planning, organizing, directing and controlling the operations and maintenance activities and staff of a water, wastewater, and stormwater utilities.
  • Valid Class C Texas Driver's License
