The company is a separate legal body to North Tees and Hartlepool NHS Foundation Trust. The successful applicant will be an employee of the subsidiary and not the NHS.

Job overview

The post holder will be aligned to a portfolio of directorates/CSUs where they will be responsible for strong positive and productive relationship management to engage and influence in relation to project planning, prioritisation and contract management. They will also manage high value collaborative procurements.

To be responsible for strategic sourcing and high value procurement projects including, but not limited to, drafting tender documentation, contract documentation and contract management. The use of appropriate methods to evaluate tender submissions to ensure value for money is achieved. To be fully conversant with the University Hospital Tees (UHT) and North Tees & Hartlepool Solutions LLP standing financial instructions (SFI's).

Main duties of the job

To provide specialist procurement advice to those working within specific projects in relation to establishing and maintaining appropriate levels of service.

To be responsible for managing the full end-to-end complex and high value procurement projects including, but not limited to, drafting tender documentation, contract documentation and the raising of purchase orders. The use of appropriate methods to evaluate tender submissions to ensure value for money is achieved. To be fully conversant with the Trust and North Tees & Hartlepool Solutions LLP/external Client SFI's. The post holder will be fully conversant with all relevant legislation, policies, procedures (e.g. PCR 2015) pertaining to public procurement.

The post holder will be responsible for the supervision of a team to include appraisals, recruitment selection, sickness/disciplinary management, training and work allocation.

Additionally the post holder will be responsible for informing and influencing both procurement staff and stakeholders on the status/priority of category work plans.

Detailed job description and main responsibilities

Manage full end-to-end procurement process, including complex tender's, as required and ensure effective monitoring and progress in the delivery of the agreed targets.

To provide specialist procurement advice to those working within specific projects in relation to establishing and maintaining appropriate levels of service.

To lead on the production and development and subsequent delivery of the Annual Procurement workplan.

To assist in the development of all key documentation used within the department for example, but not limited to, Standard Operating Procedures (SOP's), Tender Templates etc.

Ensure compliance and monthly monitoring with national targets and objectives

Ensuring the delivery of service to the Trust is in line with the requirements of Master Service Agreement.

To lead procurement initiatives on behalf of other organisations within the UK as required.

Lead and manage a small team including recruitment, appraisals, sickness management, training and work allocation.

Lead on the delivery and identification for the achievement and delivery of cash releasing savings in accordance with the Procurement workplan

Assist in the delivery and identification of commercial opportunities for Procurement and Materials Management and the wider services that the LLP can offer.

To provide monthly updates on the work plan for Key Stakeholders and the Head of Procurement & Supplies

Develop and promote effective working relationships with Clients and team members including regular attendance at Key Stakeholder meetings.

Analyses complex information from a variety of sources to identify areas for improvement and to assess projects and their outcomes. To include the monthly provision of KPI's.

Responsible for the maintenance and upkeep of catalogues to ensure data accuracy.

Develop complex plans for procurement projects ensuring that outcomes delivered are in line with client expectations. Ensure collaborative working within and across professions/disciplines/directorates/suppliers/organisations as appropriate.

Works collaboratively within all Trust departments and/or external clients.

Responsible for managing and updating all information relating to their projects and the centralised contracts database. Oversees the departments purchase order and e-sourcing systems.

Develops departmental policies which may impact across the organisation

Qualifications

Essential criteria
  • Recognised professional procurement qualification (Member of the Chartered Institute of Purchase & Supply) or equivalent.
  • Appropriate degree level qualification or equivalent experience and academic ability for the demands of the post
  • Good knowledge / experience of procurement & supply activities

Desirable criteria
  • Project Management Qualification (such as PRINCE2)

Experience

Essential criteria
  • Experience of management in a purchasing and supply environment
  • Use of e-procurement systems
  • Considerable experience of EU procurement procedures
  • Considerable experience of leading teams and complex projects

Desirable criteria
  • Extensive experience of contracting or purchasing environment within NHS or other public sector organisations
