The postholder will develop and implement a category management approach to spend and embed the procurement strategy, procurement journey and procurement tools across the department. Managing the category teams through a period of significant change will ensure the department develops to deliver an exemplar single system service.
By actively engaging with internal and external stakeholders the post holder will work to understand their needs and increase the scope of procurement activity by providing expert procurement advice, utilising their public and wider procurement knowledge, this will ensure governance of spend and the delivery of best value procurement options.
Through interrogation of local procurement strategies and the implementation of national and local contracts the postholder will deliver excellent value for money contracts, ensuring governance of spend and compliance to public procurement regulations and NHS Lothian's standing financial instructions, minimising risk to the organisation
