About the role

As a Procurement Officer, you will work in our Procurement and Commercial Team supporting internal clients on procurement activities valued over £100,000 including Requests for Quotation, further competitions and tenders. This vacancy is to provide this support mainly in the Corporate and IT (which includes Finance, HR and Pensions amongst others) area of the team.

This position is also being offered as an apprenticeship* to candidates who do not already have CIPS Level 4 or equivalent experience within a procurement function. You will be mentored by an experienced procurement professional who will support you to develop. You will be given study leave, work-based support and the opportunity to apply your learning. Above all else, we will invest in you so that you can grow your career in procurement.

The Procurement and Commercial Team operates on a hybrid basis, working from home and from our purpose-built offices in Alconbury Weald. We meet in person at least twice a month for collaborative working, with further office time available should you prefer it. The team maintains frequent contact despite remote working, fostering a friendly and supportive environment.

Additional face-to-face time will also be arranged to support your induction, training, and ongoing development. There may occasionally be a need to travel within the County and beyond to meet client requirements.

* If the position is offered as part of the apprenticeship route, then the starting salary will be 70% of the bottom point of grade SO1 after one year completion you will move to 85% of the bottom point of grade SO1. Upon completion of the second year of the apprenticeship you will move to 95% and once you have finished the apprenticeship course you will be on 100% of grade S01.

What will you be doing?

Reporting to the Senior Procurement Manager, you will be involved in the whole procurement cycle from procurement planning through to contract award on contracts valued over £100,000. Preparing procurement documentation with clients and providing support through the evaluation process.

You will be responsible for calling off from central government and other external frameworks, as well as publishing open tenders through the Council's e-tendering platform. You will work closely with stakeholders across the organisation to embed effective and compliant procurement practices.

You will also support colleagues across the Authority by responding to internal and external queries received via the Procurement & Commercial mailbox, as well as analysing data and producing reports to inform decision-making.

About you

We are looking for someone who is confident, with strong communication skills and attention to detail. You will operate with integrity, work effectively on your own initiative, and demonstrate strong organisational and IT skills.

You should have experience managing the procurement process, ideally within the public sector, and be familiar with calling off from frameworks.

You will also be able to develop and analyse a range of data sets to support the team's work and enable effective performance management and reporting.

You will be confident in engaging stakeholders at all levels of the organisation in order to deliver effective procurement projects.
