We are seeking a highly motivated Client Service Manager to support the procurement of a new Highways Maintenance Contract.

This is an exciting and challenging role working as part of the Highways PFI Contract Management Team. As the Client Services Manager, you will be directly responsible for ensuring the client team is ready to meet the challenges of the contractual arrangements.

You will have a proven track record of working in highly complex procurement roles, working with stakeholders and service providers to deliver high performing services in a complex environment. The role can at times be very demanding with competing priorities form senior stakeholders, so the ability to work in a structured way under pressure is essential.

Reporting to the Head of the PFI Contract, you will work collaboratively with other teams within the wider PFI Contract Management Team and external stakeholders to ensure that services are delivered in accordance with the future service needs.

What you will do
  • As a senior manager within the Highways and Infrastructure Service to have responsibility for finalising the service specification for the procurement of the PFI or to enable alternative continuity arrangements to be implemented.
  • Support the procurement of the PFI on behalf of the council by:
    • Working in an integrated way with other disciplines in the Procurement Team to complete the procurement within required timescales;
    • Participating in the council negotiating team in respect of service requirements and specification;
  • Developing proposals through negotiation in procurement that represent a robust business case that is affordable and delivers realistic but acceptable / appropriate service levels and allocation of commercial risk;
    • Managing completion of projects within the council related to the service specification and preparation for / transition to new contracts;
    • Obtaining appropriate internal and external advice to enable contract documentation and requirements to be produced.
  • Liaise with council teams and services that interface with highway maintenance and management.
  • Manage external advisors effectively to obtain appropriate advice in a cost-effective way.

What you'll need:

You will be educated to degree level or able to demonstrate equivalent relevant experience, with a strong background in operational management.

You will also demonstrate:
  • Experience of managing contracts and service providers
  • A working understanding of highway maintenance and management services
  • Knowledge of local authority statutory highway obligations
  • Excellent communication skills, both written and verbal
  • Confidence working with stakeholders at all levels
  • The ability to work independently and maintain high performance standards
  • Strong IT skills, particularly in Excel, to analyse data, solve problems and improve processes
