About The Role

This is an exciting opportunity to be part of our Procurement and Contracts Team as a Senior Procurement Manager, working within the Climate and Strategic Programmes Directorate. In this role, you'll act as the Council's client-side procurement lead, supporting the delivery of two flagship, borough-wide decarbonisation programmes: the establishment of a Strategic Energy Partnership and the appointment of a Heat Network Development Partner.

You'll be primarily focused on supporting and overseeing complex, high-value infrastructure procurements that are central to the Council's ambition to achieve net zero and unlock significant private sector investment. Working at the heart of these programmes, you'll provide procurement advice, coordination and assurance across the full lifecycle - from early market engagement through to contract award and mobilisation - working closely with internal teams and appointed external advisers.

This role offers a unique opportunity to develop your skills in large-scale partnership procurement, competitive dialogue and innovative commercial models, while playing a pivotal role in delivering long-term environmental, economic and social benefits for residents across the borough.

About The Team You'll Be Working In

You'll be part of the Procurement and Contracts Team, sitting within the Climate and Strategic Programmes Directorate, and working in close partnership with the Council's Climate team. The core purpose of this multidisciplinary team is to deliver the Climate Emergency Action Plan and major infrastructure programmes that support warmer homes, improved air quality, sustainable travel and the growth of the green economy.

The team's work has a direct and lasting impact on residents by helping to reduce carbon emissions, tackle fuel poverty, attract inward investment and deliver modern, resilient energy infrastructure across the borough.

You'll work alongside programme and project managers, climate specialists and external legal, commercial and technical advisers, forming an integrated delivery team for these high-profile projects, with a strong focus on collaboration, governance and assurance.

You'll report to the Head of Procurement and Contracts and will play a key role in shaping procurement strategy, governance and best practice for some of the Council's most ambitious and high-impact programmes.

About You

Qualifications:

• CIPS Level 4 or above is desirable but not essential with the appropriate demonstration of relevant experience.

• Transforming Public Procurement course completion is essential.
