Job Title: Category Procurement Specialist
Location: Qatar
Job Purpose
Execute procurement category strategies by managing sourcing initiatives, supplier relationships, and contract administration processes. Collaborate with internal stakeholders and suppliers to identify cost-saving opportunities and optimise procurement activities. Handle high-value purchase orders outside framework agreements.
Key Responsibilities
Category Strategy and Execution

Develop technical and commercial expertise in assigned procurement categories.

Define category spend, preferred supplier policies, and implement category strategies in compliance with policies and procedures.

Analyse internal requirements and supply market trends to support short-, mid-, and long-term planning.

Assist in developing category strategies and plans aligned with business needs.

Recommend commercial and non-commercial levers to maximise value from procurement spend.

Execute category strategies, including framework agreements, contract renegotiation, and risk mitigation planning.
Strategic Sourcing

Conduct sourcing projects, including preparing RFPs, reviewing pricing and terms, managing contracts, and engaging stakeholders.

Develop supplier portfolios and monitor supply markets to ensure sustainable benefits from sourcing initiatives.

Lead supplier selection and onboarding processes in alignment with procurement policies.

Support contract development and negotiation strategies, ensuring compliance with company standards.
Supplier Management and Contract Administration

Define supplier qualification criteria and conduct relationship management initiatives.

Develop performance evaluation criteria and KPIs, monitor supplier performance, and drive continuous improvement.

Facilitate communication between internal teams and suppliers; act as escalation point for performance issues.

Manage post-award contract administration, including variations, claims, and disputes.
Development and Continuous Improvement

Participate in training and knowledge-sharing activities to maintain and enhance expertise.

Contribute to improvements in procurement policies, systems, processes, and practices.

Support preparation of documentation for procurement committees and approvals within delegated authority limits.
Quality, Health, Safety, Security, and Environment

Ensure compliance with all relevant regulatory and internal procedures, promoting safe and high-quality operations.
Reporting

Provide timely and accurate reporting on procurement activities and strategic sourcing initiatives to management.
Qualifications and Experience

Bachelor’s degree in Business Administration, Engineering, Supply Chain, or a related field.

3-5 years of procurement experience, preferably including 1-2 years in strategic procurement within Oil & Gas, Petrochemical, or major industrial sectors.

Experience in supplier management, sourcing, and contract negotiation.

Proficient in English; Arabic language skills are advantageous.

Professional skills in negotiation, conflict management, and communication.

Familiarity with procurement systems and MS Office applications; international supply chain certifications (CIPS, CSCP, SCMA, ISM) are preferred.
