Job Description
We are seeking an experienced and strategic **Procurement Specialist** to join our dynamic team in **Makkah, Saudi Arabia**. In this role, you will leverage your 10+ years of engineering and procurement expertise to lead the procurement lifecycle on major projects, from strategic planning through contract closeout. You will serve as a key advisor to internal stakeholders, vendors, and suppliers, ensuring efficient, compliant, and cost-effective procurement of supplies, equipment, services, and construction materials across multiple procurement methodologies. This position offers an excellent opportunity to drive organizational success whilst advancing your expertise in complex project procurement and strategic vendor management.

Job Description
We are seeking an experienced and strategic **Procurement Specialist** to join our dynamic team in **Makkah, Saudi Arabia**. In this role, you will leverage your 10+ years of engineering and procurement expertise to lead the procurement lifecycle on major projects, from strategic planning through contract closeout. You will serve as a key advisor to internal stakeholders, vendors, and suppliers, ensuring efficient, compliant, and cost-effective procurement of supplies, equipment, services, and construction materials across multiple procurement methodologies. This position offers an excellent opportunity to drive organizational success whilst advancing your expertise in complex project procurement and strategic vendor management.
- Lead and manage all phases of the acquisition process on major projects, applying expertise across multiple procurement methods including competitive bidding, requests for quotation, requests for proposal, and negotiated procurement to ensure timely and accurate delivery from initiation through contract completion
- Develop, prepare, and review comprehensive procurement documentation, including technical specifications, solicitations, requests for information, and purchase orders, ensuring technical clarity, regulatory compliance with Saudi Arabia requirements, and alignment with organizational policies
- Conduct advanced research and strategic evaluation of suppliers and contractors based on price, quality, reliability, service, performance history, and technical capability to support informed procurement decisions on complex projects
- Establish and maintain standard operating procedures for procurement activities, goods receipt, and services delivery, incorporating best practices and lessons learned from major project experience
- Monitor, track, and report on the status of requisitions, contracts, and orders across multiple concurrent projects, providing timely and accurate updates to stakeholders and customers
- Coordinate with vendors, contractors, and cross-functional teams to ensure proper delivery, installation, commissioning, and full compliance with contract terms, performance specifications, and project timelines
- Evaluate and monitor contract performance against key performance indicators and contractual obligations, proactively addressing conflicts, discrepancies, and performance issues
- Process, reconcile, and validate invoices and payment requests, ensuring accurate payment in accordance with contract terms, conditions, and project budgets
- Maintain comprehensive, organized, and audit-ready records of all procurement activities, contract documentation, and vendor performance data
- Respond promptly and professionally to customer and supplier inquiries regarding order status, changes, amendments, or cancellations
- Lead the development and implementation of procurement best practices, process improvements, and efficiency initiatives based on major project experience
- Collaborate with engineering, project management, and cross-functional teams to understand complex procurement requirements and deliver strategic solutions aligned with project and organizational objectives
- Ensure all procurement activities comply with legal, regulatory, and internal policies specific to Saudi Arabia operations and international standards
Qualifications
**Minimum Requirements:**
- Bachelor's degree in Engineering, Business, Acquisitions, Supply Chain Management, or a related field
- Minimum 10 years of relevant procurement experience on major projects, including demonstrated expertise with multiple forms of procurement (competitive bidding, requests for quotation, requests for proposal, negotiated procurement, and other acquisition methods)
- Advanced knowledge of procurement processes, practices, and procedures across diverse procurement methodologies
- Proven proficiency in contract management and vendor relationship management on complex, large-scale projects
- Excellent written and verbal communication skills in English
- Demonstrated ability to multitask, prioritize effectively, and maintain strong organizational skills in a dynamic, fast-paced environment
- Proficiency with procurement systems and Microsoft Office Suite
- Comprehensive knowledge of procurement compliance and regulatory requirements, including Saudi Arabia regulations
**Preferred Requirements:**
- Bachelor's degree in Engineering with procurement specialization or focus
- Procurement certification such as FAC-C Professional, DAWIA Level II or III, or equivalent advanced certification
- Extensive experience with procurement in the Middle East or Saudi Arabia market on major infrastructure or capital projects
- Deep familiarity with Saudi Arabia contracting regulations, compliance requirements, and local procurement practices
- Advanced analytical and cost management skills with demonstrated success in large-scale project procurement
- Proven expertise in supplier negotiation, contract amendment processes, and complex vendor management
- Demonstrated ability to lead and mentor junior procurement staff and support process improvement initiatives
- Experience with e-procurement systems, digital procurement tools, and procurement automation
- Strong problem-solving abilities, strategic thinking, and meticulous attention to detail
- Proven track record managing multiple concurrent major projects with competing priorities
