Brief Description
We are searching for an experienced and dynamic procurement professional, equipped with substantial expertise in public sector procurement, exceptional negotiation skills, and a proven history of delivering value through strategic sourcing. In this pivotal role, you will be instrumental in ensuring outstanding commercial outcomes for the railways that serve communities across the South of England every day.
As a Senior Procurement Manager within Network Rail's Southern Railway System, you will take responsibility for designing high value procurement strategies and leading a team of enthusiastic and developing procurement professionals. Your role will involve working closely with senior stakeholders and key suppliers to ensure contracts deliver maximum value, support wider organisational aims, and foster social value and sustainable outcomes. Unlike many similar positions, you will have the opportunity to influence several spend categories, placing you at the forefront of positive change and enabling you to drive continuous improvement and best practice both within our team and across the business.

About the role (External)
As a Senior Procurement Manager, you will:
1. Develop and continuously enhance project - specific procurement strategies that align with the National Programme Strategy, ensuring value for money, security of supply and strong HSQE performance across a range of contracts.
2. Deliver the full end - to - end procurement and contracting process, including pre - qualification, tender management, commercial negotiation and contract preparation.
3. Provide expert procurement advice on an asset - wide basis, supporting decision - making on portfolio - specific commercial issues.
4. Support pre - contract procurement activities for main contractors and, where appropriate, positively influence subcontracting approaches to ensure best value outcomes.
5. Ensure full compliance with organisational policies, procedures and governance requirements, as well as legal and regulatory obligations (including EU procurement directives where applicable).
6. Manage and develop a portfolio of preferred suppliers, building strong, collaborative relationships aligned to business objectives.
7. Identify cost - reduction and efficiency opportunities and contribute to the delivery of agreed efficiency targets within the portfolio.
8. Lead the measurement and management of supplier performance, ensuring meaningful feedback and a culture of continuous improvement.
9. Exercise delegated procurement authority in line with established governance and policy frameworks.
Job Skills, Experience and Qualifications
Essential
• Sound commercial aptitude and sound knowledge of relevant Supplier Market.
• Varied and successful procurement and contracts background with experience of negotiation and developing and implementing procurement and contract strategies.
• Ability to communicate strategies and concepts simply and effectively and to persuade and influence stakeholders.
• Knowledge of EU Procurement Directives.
• Awareness of contract requirements safety and contract requirements environment.
Desirable
• Knowledge of e-procurement.
• Membership of relevant professional institute.
• Knowledge of the rail industry.
• Educated to degree level.
