The City of Liverpool College are seeking a Procurement and Transactions Officer to assist in the development, establishment, promotion and implementation of procedures and process. The role will include assisting in a Procurement Strategy that supports the College Group in the successful delivery of its Strategic Objectives whilst also discharging its statutory responsibilities to Funding Bodies and other Government Agencies.

The successful candidate will proactively seek opportunities to achieve value for money through robust procurement activity, and deliver outcomes and objectives as agreed with the Procurement and Transactions Manager.

Key Responsibilities

The post holder will:
  1. Deputise for and support the Procurement & Transactions Manager in all aspects of their role.
  2. Assist in the development and implementation of the Colleges Procurement Strategy.
  3. To take responsibility for the maintenance of the College's Contract Register.
  4. Promote the procurement function to both internal and external customers.
  5. Liaise with suppliers with regard to the creation of Service Level Agreements and contracts.
  6. Prepare Invitation to Tender (ITT) / Invitation to Quote (ITQ) documentation and administer Tender/Quotation processes.
  7. To promote compliance with all relevant legislation and Financial Regulations.
  8. Maintain a current and effective supplier database.
  9. Analyse price trends within markets.
  10. Administer the procurement system, eBIS.

Key Accountabilities & Responsibilities
  1. Leadership / Team Management / Team Role
  2. To line manage the Procurement Assistant.
  3. To deputise for Procurement & Transactions Manager with regard to their line managership of the wider Procurement & Transactions Team.

Customer & Operational Delivery
  1. To conduct efficient and collaborative procurements which are compliant to both the Group Financial Regulations and UK Procurement legislation.
  2. To liaise with internal customers so that needs are met when setting up core agreements.
  3. To negotiate with suppliers to achieve best possible sustainable outcome for the College.
  4. To develop Service Level Agreements (SLAs) with key suppliers.
  5. To ensure that KPIs identified in contracts/SLAs are being delivered.
  6. To represent the college externally including:
  7. Attendance at the CPC Regional Procurement Advisory Group meetings.
  8. Liaison Officer for the CPC.
  9. To provide advice and guidance to internal customers on procurement of goods and services.
  10. To implement effective contract management processes.
  11. To provide timely and accurate management information relating to the procurement process which results in effective performance management and the delivery of required outcomes.
  12. To build supplier, category, and market understanding through performance management, research, and stakeholder consultation which result in the effective management of commercial issues.
  13. To maintain system controls for procurement within eBIS.
  14. To develop and deliver relevant training to customers e.g. eBIS.
  15. To maintain register of contracts/agreements.
  16. Standing Data Entry.
  17. Purchase order processing and editing.
  18. Reconciliation of statements e.g. Rail, visa, etc.

Due to the changing nature of our work, this job description serves as a framework to outline the main areas of responsibility. You may be required to undertake other activities where appropriate to the level of your role.

The role requires excellent stakeholder management skills for both internal & external relationships.
Key Objectives:
  1. Plan and engage with budget holders to understand contract specifications and with suppliers to develop a profile of delivery capability which results in optimum market engagement.
  2. Ensure that all Contract and Framework developments include the key objectives of the Procurement Strategy.

Key Performance Indicators
  1. Number of Tenders/Quotations issued.
  2. Efficiencies derived from implementation of new contracts.
  3. Orders processed within one working day of receipt.

Main Relationships (Internal and External)
  1. College Group staff at all levels.
  2. Curriculum staff at all levels.
  3. Business Support Staff.
  4. Suppliers.
  5. Outside Agencies e.g. CPC, AOC.


Skills, Knowledge and Expertise

Essential Criteria:
  1. Specialist experience in electronic tendering packages.
  2. Experience in the use of financial accounting software including purchase order processing.
  3. Knowledge of procurement legislation.
  4. Significant, proven experience in procurement positions, preferably in education.
  5. Detailed understanding of tendering procedures.
  6. Excellent computer literacy - ability to use the current IT programs of the College Group.
  7. Good level of financial acumen.
  8. Proven ability to mentor & coach.
  9. Proven history in being initiative-taking to progress & develop the organisation.
  10. Knowledge and experience of strategy development.
  11. Excellent influencing and negotiating skills.
  12. Ability to motivate and coach others to provide excellent and consistent performance.
  13. To possess a positive and flexible attitude.
  14. To possess excellent time management and organisational skills.
  15. Experience in the use of an e-Tendering system.
  16. Level 2 qualification in English and Maths. If you do not hold a qualification at this level you will be required to achieve the qualifications in English and Maths within 12 months of taking up the post.
  17. Personal qualities of integrity, honesty, transparency and commitment to the mission & values of the College.
  18. Positive personality - initiative-taking, enthusiastic & driven to achieve results through common sense practicality.
  19. Excellent communication, relationship management & influencing skills, especially in difficult times.
  20. Confident, assertive, resilient decision maker - demonstrates courage of convictions, but able to 'bounce back' quickly from setbacks.
  21. Ability & willingness to be an inspiring ambassador for the College
  22. Ability to prioritise and work on own initiative.
  23. Must be committed to their own CPD.

Desirable criteria:
  1. NVQ III or equivalent qualification in procurement.
  2. Understanding of Accounts Payable and Accounts Receivable processes.
  3. Willingness & ability to embrace change and to seek innovative opportunities to deliver optimum service levels.
