Specific Accountabilities:
- Responsible for the provision, quality, auditability and governance of Contracting, Sourcing and Logistics services within the contract including Preservation.
- Responsible for the of the contracting, Sourcing and Logistic process
- Will lead the team of Sourcing and Logistics professionals including the material controllers and co ordinate with the project management team.
- Responsible for developing strategies and drive continuous improvements in all Supply Chain Manager aspects.
- Deliver and maximize Cost Saving Opportunities in line with Contract Optimization Review
- Ensure the compliance with the detailed procedures/guidelines related to technical, commercial enquiry, enquiry submission, evaluation, negotiation, cost modelling/benchmark and purchase order placement. These shall comply with Company's Sourcing procedures.
- Well versed in material planning, review of procurement plans and strive to achieve the results of various KPI through Effective monitoring and supporting the team .
- Process owner Contracting and Sourcing processes, Logistics processes with full knowledge of Inco terms including co ordination with the coastal consolidation center and warehouses based on the Specifications and guidelines issued by the End client time to time.
- Implementation of relevant governance model, Sourcing and Logistics models, relevant policies/procedures within the Contractor's organisation
- Ensure effective compliance monitoring, KPI reporting, Milestone progress reporting & presentation of procurement highlights for the overall Contracting and Sourcing processes.
- Process owner Contracting and Sourcing processes.
- Ensure fair and transparency is maintained when dealing with Vendors and sub-Contractors throughout in accordance with business principles. Contractors throughout in accordance with business principles.
- Ensure fair and equitable dealings especially with Omani Local Community Contractors.
- Implement governance model and monitor compliance for the overall Logistics and Warehouse Management processes.
- Ensure that Logistics services including transportation are done safely and efficiently
- Ensure that Company owned materials at Contractor's yards or sites are properly handled and adequately managed.
- Ensure Company SAP is effectively used to track all materials movements within the Contractor's responsibility
Qualifications & Experience:
- Candidate should have exposure in PDO Procurement System and ways of working.
- Familiar with the PDO SP/ GU /PR related to the procurement process.
- Should have strong Management skills and able to manage team of nationals and expats.
- Should be well versed in contracting, material planning, sourcing, and inventory management.
- Minimum of 18 years of experience in Contracting and Sourcing, inventory management, cost modelling and Change Management with at least 7 years in a Senior position preferably in oil and gas company in and around the Middle East region
- Bachelor's Degree in Engineering, Operation Management membership of internationally accepted applicable professional institute will be a plus.
- Shall have a flair for developing National team by knowledge sharing and guidance and supporting the day today activities.
