Job Description

The Manager - Clinical Procurement is responsible for leading operational procurement aspects and ensuring smooth operations of the clinical procurement section. The Manager - Clinical Procurement is responsible for leveraging the technology using ERP systems and improving processes to optimize the efficiency of strategic procurement processes.

Responsibilities

KEY ROLE ACCOUNTABILITIES

  • Manages clinical procurement section. including Drugs, Lab Equipment, Reagents, Medical Consumables, Instruments, and Equipment

  • Develops and implements training programs for procurement staff.

  • Manages selected high value and strategic clinical procurements activities.

  • Key decisions related to contract administration, ERP management and business support to the procurement function.

  • Key decision maker in developing and implementing policies and processes for Procurement department.

  • Oversees the development and the ongoing maintenance of Sidra's Clinical Supply contracts.

  • Reviews and provides expert advice on contractual matters, agreements of all kinds, contracts, tenders, risks, claims, disputes and all issues that are governed by contract with vendors and partners.

  • Provides expertise in vendor management and monitoring vendors maintain the standards that Sidra require.

  • Negotiates with vendors and suppliers on contractual terms and conditions for the benefit of Sidra.

  • Manages vendors to ensure optimal cost and customer service performance.

  • Develops improved contracting procedures, standard documentation, processes and training materials.

  • Manages the preparation and justification of the Department budgets to ensure all programs and activities are appropriately funded. Monitors budget reports on a monthly basis and investigates and reconciles any significant variances to ensure effective performance and cost control.

  • Responsible for developing and initiating new innovating Contracts, tendering and contracting methods to reduce costs, risk and administrative processes.

  • Develops and maintains Procurement Master Plans, for Clinical related procurement.

  • Responsible for leading the development of tendering strategies including Technical Scope targeting specifications, Project management and controls, Vendor-Client joint responsibilities, contractor performance indicators, Safety & Health requirements, quality & compliances, Compensation models, risk mitigation methods.

  • Responsible for providing Senior Management/Limited Tender Committee (LTC) with guidance on tendering policies and procedures. Responsible for liaising with QF and/or HMC for joint venture Tendering/Contracting synergies and processes.

  • Conducts vendor audit and checks with regard to the contract adherence by the vendors/suppliers.

  • Develops, in conjunction with legal and finance departments, standard contract documentation for procurement, proposals, agreement and contractual correspondence of all nature in accordance with Sidra's approved contractual terms and conditions.

  • Manages and monitors tasks and responsibilities to staff as required.

  • Provides expertise in the development and implementation of procurement standards, strategies, policies and procedures.

  • Assists in the training and development of P&C staff.

  • Serves on Hospital Committees as required.

  • Completes performance appraisals of direct reports.

  • Adheres to Sidra's standards as they appear in the Code of Conduct and Conflict of Interest policies

  • Adheres to and promotes Sidra's Values

Qualifications

QUALIFICATIONS, EXPERIENCE AND SKILLS - SELECTION CRITERIA

ESSENTIAL

PREFERRED

Education

Bachelor's degree in Business Administration, Healthcare or other related field.

  • Master's degree in business administration/supply chain

  • Postgraduate training in relevant field

Experience

  • 5+ years of progressive clinical procurement experience

  • Working experience in a well-developed computerized ERP environment

  • Exceptions to the experience requirement may be granted for Qatari nationals (internal and external candidates), with a reduction of up to two (2) years.

7+ years of clinical procurement experience in a progressive career path within a healthcare setting or similar working environment

Certification and Licensure

  • Procurement Certification

  • ERP Certification

MCIPS, ISM

  • Excellent communication skills - both verbal and written.

  • Demonstrated skills in Negotiation and Pricing.

  • Demonstrated excellent organizational skills.

  • Demonstrated high level people management and team building skills

  • Proficiency with Microsoft Office suite

  • Fluency in written and spoken English

Fluency in written and spoken Arabic
