Corporate Procurement Unit

This is an exciting and challenging time for public sector procurement and especially so in Wales with the significant recent changes to the way in which we operate and the new Social Partnership and Public Procurement (Wales) Act 2023.

Rhondda Cynon Taf CBC operates a central procurement function, supporting the Council make best use of its c£300m annual spend. The operational side of the department has four category style teams, all consisting of a category manager, senior procurement officer and senior procurement assistant.

We're looking for a proactive, knowledgeable Senior Procurement Officer to support the delivery of high-quality, compliant procurement across a diverse portfolio of goods, services and works.

About the role:
As a key member of the Corporate Procurement Unit, you will lead and support procurement activity that delivers value, strong governance and positive outcomes for our service areas and communities in one of four procurement category teams. You will ensure that all procurement activity aligns with the requirements of the Councils Contract Procedure Rules, the Procurement Act 2023 and the Social Partnership and Public Procurement (Wales) Act 2023.

What you'll do:
  • Lead tendering activity from planning through to contract award
  • Provide expert advice on procurement strategy, legislation and procedures
  • Ensure full compliance with the Procurement Act and other legislative requirements
  • Develop high-quality documentation, evaluation models and audit-ready records
  • Support contract managers and service areas with effective commercial practice
  • Build positive relationships with service areas, suppliers and other stakeholders
What we're looking for:
  • Strong experience in public-sector procurement
  • Excellent knowledge of relevant legislation and procurement best practice
  • Confident communicator able to influence, guide and challenge constructively
  • Highly organised, detail-focused and comfortable managing multiple projects
  • Ability to work unaided and to a high standard
