Procurement Officer - Housing Supply & Private Sector Accommodation

About the role

Croydon Housing is looking for a proactive and commercially minded Procurement Officer to help secure suitable accommodation for households in housing need.

This role is focused on increasing the supply of temporary accommodation, direct lets and private rented sector homes by working closely with landlords, letting agents, developers and accommodation providers across Croydon and beyond. You will play a key role in helping households access safe and suitable accommodation quickly, reducing reliance on temporary accommodation and supporting value for money. This is an excellent opportunity for someone with strong housing market awareness, negotiation skills and a passion for delivering practical housing solutions.

What you will be doing

As Procurement Officer, you will:
  • Procure and secure temporary accommodation, direct lets and private rented sector accommodation for households in housing need.
  • Build and maintain strong relationships with private landlords, letting agents, developers and accommodation providers to increase housing supply.
  • Promote landlord incentive schemes and other housing procurement initiatives to attract new accommodation providers.
  • Negotiate rates, lease terms and contractual arrangements with providers.
  • Tender, evaluate and onboard providers in line with council procedures and value for money principles.
  • Inspect properties and complete inventories to ensure accommodation meets required housing and safety standards, including properties outside the borough.
  • Monitor provider performance, compliance, costs and service standards.
  • Analyse demand, cost and supply data to support procurement decisions and budget management.
  • Work closely with Housing Needs, Temporary Accommodation and Move-On teams to match households to suitable homes.
  • Respond to enquiries, complaints and stakeholder correspondence professionally and promptly.

What we are looking for

We are looking for someone who can build relationships, negotiate effectively and work at pace to deliver housing outcomes.

You will need:
  • Experience working with private landlords, letting agents, developers or accommodation providers.
  • Experience in housing procurement, lettings, temporary accommodation, homelessness or private rented sector work.
  • Good knowledge of the private rented sector market and housing standards.
  • Understanding of homelessness legislation and accommodation suitability requirements.
  • Strong negotiation, influencing and relationship management skills.
  • Experience of contract monitoring, performance management and value for money.
  • Ability to manage competing priorities, meet targets and deliver results in a fast-paced environment.
  • Strong IT, administrative and data management skills.
