What matters to us

Qualifications & Experience
  • Bachelor's degree in civil, Mechanical, or Electrical Engineering (preferred for construction environment).
  • MBA or postgraduate qualification in Supply Chain / Procurement is an advantage.
  • Minimum 12-15 years of experience in procurement within the construction industry.
  • Strong experience handling subcontractor procurement for large-scale construction or infrastructure projects.
  • Experience working with main contractors or EPC contractors.
Skills & Competencies
  • Strong understanding of construction processes, sequencing, and site operations.
  • Ability to interpret drawings, BOQs, and technical specifications.
  • Expertise in subcontracting strategies and contract forms (e.g., FIDIC).
  • Strong negotiation, commercial, and analytical skills.
  • Excellent coordination and stakeholder management abilities.
  • Familiarity with ERP/procurement systems (e.g., SAP, Oracle).
  • Strong knowledge of local market subcontractors and suppliers (highly desirable).
Certifications (Preferred)
  • Chartered Institute of Procurement & Supply (CIPS).
  • Project Management Institute (PMP).
  • RICS (Royal Institution of Chartered Surveyors) is an advantage.

Job Purpose

The Senior Procurement Manager is responsible for leading all procurement activities related to subcontractors for construction projects. The role ensures the timely sourcing, evaluation, and engagement of technically qualified subcontractors while achieving cost efficiency, quality standards, and project schedules. This position plays a critical role in supporting project execution by aligning procurement strategies with construction methodologies and site requirements.

Key Responsibilities

1. Subcontractor Procurement (Construction Focus)
  • Manage the full lifecycle of subcontract procurement for construction projects (civil, structural, MEP, finishing works, etc.).
  • Lead subcontractor prequalification processes ensuring technical capability, financial stability, and HSE compliance.
  • Prepare, issue, and manage RFQs/RFPs for subcontract packages.
  • Evaluate technical and commercial bids in coordination with project and engineering teams.
  • Recommend and finalize subcontract awards in line with project budgets and timelines.
2. Technical & Project Coordination
  • Work closely with project managers, engineers, and quantity surveyors to define scopes of work, BOQs, and specifications.
  • Ensure subcontractor offers align with drawings, specifications, and construction schedules.
  • Support site teams in resolving technical and contractual issues with subcontractors.
3. Cost Control & Value Engineering
  • Develop procurement strategies that optimize cost without compromising quality or safety.
  • Identify cost-saving opportunities through value engineering and alternative sourcing.
  • Monitor market trends for construction materials and subcontractor pricing.
4. Contract & Commercial Management
  • Lead negotiations on subcontract agreements, including terms, pricing, and deliverables.
  • Ensure proper contract documentation, including scope, milestones, and payment terms.
  • Manage subcontract variations, claims, and change orders in coordination with commercial teams.
  • Monitor subcontractor performance against contract obligations.
5. Supplier & Subcontractor Management
  • Build and maintain a reliable network of prequalified subcontractors.
  • Evaluate subcontractor performance and maintain performance records for future projects.
  • Develop long-term relationships with key subcontractors to ensure reliability and competitiveness.
6. Risk, Compliance & HSE
  • Ensure subcontractors comply with project specifications, local regulations, and HSE standards.
  • Identify procurement and contractual risks and implement mitigation measures.
  • Enforce company procurement policies, ethics, and governance standards.
7. Team Leadership & Reporting
  • Lead and mentor procurement staff (buyers, procurement engineers, etc.).
  • Track procurement progress and provide regular reports to senior management.
  • Ensure alignment between procurement schedules and construction programs.
