Job summary

The Sourcing Manager for Estates and Facilities Management will provide procurement advice and delivery of procurement activities to the Space and Place directorate in the Trust. The job holder will work with a wide range of stakeholders in Space and Place and use competitive tendering to deliver value for money for the Trust. They will also advice on Standing Financial Instructions and Scheme of Delegation to ensure these are appropriate understood and implemented. Delivery of savings working collaboratively with stakeholders will be an integral part of the role.

Main duties of the job

Manages a large and complex portfolio of procurement projects across diverse categories, including soft and hard FM services, construction, and outsourcing contracts. Leads end-to-end sourcing activity, from market analysis and supplier engagement to tendering, evaluation, negotiation, and contract award using Atamis. Provides expert insight on market trends, promotes competition and innovation, and ensures alignment with NHS frameworks and best practice.Oversees contract development, approvals, mobilisation, and performance management of high-value contracts, supporting contract managers to address underperformance and ensuring all changes comply with the Procurement Act 2023. Maintains accurate contract records and robust governance.Ensures full compliance with Standing Financial Instructions, Scheme of Delegation, and procurement legislation, while delivering annual cashable and non-cashable savings of at least 4%. Challenges stakeholders to ensure value for money and early procurement involvement, reducing the risk of non-compliant activity.Builds strong stakeholder relationships, proactively identifying procurement needs and aligning solutions with operational priorities. Leads and develops procurement staff, delivering training and promoting best practice to strengthen procurement capability across the Trust.

  • University degree or CIPS qualification at Level 5 (Advanced Diploma equivalent to 2-years university degree)
  • Specialist expertise in procurement and contract management obtained via further training to post graduate level or equivalent work experience

  • Government Commercial Organisation (GCO), Assessment and Development Centre (ADC) accreditation at level Commercial Lead and above, with grade A
