Procurement Lead
Job Title: Procurement Lead
Working Location: Qatar Onshore - Doha/Ras Laffan
Contract Type: 36 months (with possibility of extension)
Estimated Start Date: July 2026
Work Schedule:
- Work hours per day: 8-10 hours
- Work days per week: 6 days
- Work days per month: 26 days
- Leave rotation: Single status - 12 weeks on / 2 weeks off rotation; Married status - Residential
Key Responsibilities:
- Oversee all contractor procurement activities for the NFS Onshore Project, assuring procurements and materials meet EPC contract requirements, are cost-effective, expedient, and comply with company policies, procedures, and contractor obligations.
- Establish and maintain alignment with the Project Management Team (PMT) on project procurement needs, objectives, and requirements.
- Manage procurement of Long Lead Items (LLI), including preparation of Invitation to Tender (ITT) packages, coordination of tender processes, and evaluation of bids and administration of agreements until assignment to the EPC Contractor. Ensure compliance with project procurement processes and develop coordination procedures. Review and approve contractor's procurement procedures.
- Develop and execute overall and individual Procurement Plans supporting the project's goals and objectives, including spare parts and bulk materials plans. Prepare closeout and material reconciliation plans.
- Facilitate communication with PMT regarding project procurement activities, progress, issues, scheduling, and costing data. Advise on mitigation plans for procurement issues.
- Manage contractor's procurement activities for stages Gates 3 - 5, ensuring compliance to approved contractor and prime contract coordination procedures.
- Review and modify contractor purchasing and contracting documents to ensure compliance with company requirements, including terms and conditions.
- Ensure contractor compliance with prevention of information brokering and business ethics guidelines. Ensure procurement documentation meets quality standards.
- Ensure effective use of the contractor's materials management system and coordinate the spare parts acquisition process so that required materials and spare parts lists for the project are available when needed.
- Regularly interact with internal project engineering, quality departments, site construction team, and externally with EPC contractors and suppliers.
Requirements:
Qualifications:
- Bachelor's degree in Business, Accounting, Commercial, Engineering, Project Management, or Supply Chain Management.
Knowledge and/or Experience:
- Minimum of 8 years of broad contract management, contracts, and procurement experience on major oil and gas projects.
- At least 1 year of experience in a supervisory role, including acting positions or oversight of service/vendor personnel.
- Demonstrable understanding of procurement best practices.
- In-depth knowledge and understanding of the procurement market and key vendors in the oil and gas industry.
Technical and Business Skills:
- Excellent written and spoken English.
- Advanced computer literacy.
- Ability to operate autonomously, handle multiple and diverse tasks, and deliver results in a dynamic environment.
