We are hiring Procurement Lead (Pipelines). This position is based in Onshore, Qatar

Contract duration: 36 Months
Location: Qatar Onshore
Working Hours/Day - 8-10 Hrs/day
Working Days/Week - 6 days/week
Working Days/Month - 22 days/month
Leave Rotation - 12 weeks on/2 weeks off

Job purpose
The Pipelines Procurement Lead is responsible for managing the NFXP Offshore Pipelines Procurement requirements to ensure objectives are met within the approved scope, budget and schedule and to ensure that all work is completed in accordance with quality standards applicable.

Job Context & Major Challenge
Manages all procurement requirements of the Pipelines Project, to ensure the technical and commercial objectives are met within the approved scope, budget and schedule.
Accountable for project material purchase order process including expediting and delivery within the required project timeline.
Interfaces with various project teams and departments to resolve related issues.
Requires effective communication, initiative, flexibility and an ability to induce collaboration.

Reviews the procurement activities of contractor with those of the PMT to ensure that company's procurement objectives are met with regards to cost, schedule and quality.
Stewards' contractor's performance to ensure their compliance with company's requirements and approved procedures
Reviews and approves the contractor's procurement procedures and documents.
Participates in the review of the contractor's vendor quality control effort and assists contractor in resolving procurement issues and problems.
Support the contractor in evaluating prospective key vendors and coordinates the addition of vendors to the Project Vendor List when required.
Cooperates with the Quality department to ensure EPC contractor's items meet the project quality requirements.
Reviews and monitors EPC contractor's procurement plans for purchase of CONTRACTOR's scope and EPC contractor's handling COMPANY items.
Reviews and monitors EPC contractors' materials management plans. 8. Works effectively within established policies and procedures and participates in the further development of these to meet evolving business and project needs.
Reviews vendor's SPL (Spare Parts List) submitted through the EPCI CONTRACTOR to ensure completeness and accuracy of information prior to issuing to OPCO.
Monitors the formal finalisation of EPC contractor's procurement of spare parts

Qualifications
Bachelor's degree in business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics, or Statistics.

Knowledge and/or Experience
8 years' experience in business related function or discipline, including 4 years in the Oil & Gas Industry, and including 1 year experience in a supervisory or acting role, or oversight of contractor/subcontractor's/ service/vendor personnel. Experience with EPC contractors, sub-contractors and vendors involved in the oil and gas industry.
Demonstrated ability and sensitivity to work with people from variety of cultural backgrounds.
Worldwide experience with contractors in particular those involved in the procurement activities for Offshore LNG production facilities.
Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT.
Application and in-depth knowledge of stakeholder specifications and a working knowledge of Industry standards.

Technical and Business Skills
A high level of proficiency in written and spoken English.
Computer literacy involving the regular use of professional office applications and some technical applications.
