This Riyadh-based specialized contracting company is a subsidiary of a Qatar-listed conglomerate. It offers comprehensive turnkey solutions, specializing in MEP services, landscape design and implementation, fit-out works, industrial kitchen and laundry services, and water management, as well as ELV systems, firefighting and fire alarm systems, steel fabrication, joinery, stone craftsmanship, and marine construction. Founded in 2022 and headquartered in Al Olaya, Riyadh, the company is part of a group spanning four major clusters: services, industries, contracting, and healthcare. Its work in the Kingdom includes MEP packages for hotels on Shura Island, part of the Red Sea Project, positioning it directly within Saudi Arabia's Vision 2030 giga-project pipeline.
As part of its continued growth in the Kingdom, the company is appointing a Procurement Director to build and lead the procurement function behind its finishing and fit-out business, a flagship platform delivering high-value works on Vision 2030-era giga-projects and premium developments across the region.
Role Purpose
The Procurement Director will lead the end-to-end procurement function, with full accountability for sourcing strategy, supplier development, commercial outcomes and governance across the company's finishing and fit-out portfolio. The role is responsible for translating project demand into a disciplined sourcing engine, protecting margin, programme and quality, while building the team, systems and supplier base needed to scale with the business in KSA and the wider GCC.
Key Responsibilities
- Define and execute the procurement strategy, aligning sourcing plans with project pipeline, budget and delivery programmes.
- Lead, structure and develop the procurement team across categories, projects and locations.
- Own category management for finishing and fit-out spend, including joinery, stone and marble, flooring, ceilings, decorative finishes, ironmongery, sanitary ware and FF&E, including framework agreements and strategic supplier partnerships.
- Drive cost optimisation, value engineering and total-cost-of-ownership improvements without compromising specification or delivery.
- Build and govern a qualified supplier and subcontractor base locally and internationally; lead pre-qualification, audits and performance management.
- Govern the full source-to-pay cycle and ensure compliance with the delegation-of-authority matrix, internal controls and KSA regulatory and local-content requirements.
- Establish procurement policies, processes, KPIs and reporting standards; drive digitisation and clean ERP-based data and reporting.
- Manage executive-level relationships with strategic suppliers, manufacturers and key internal stakeholders, including project, commercial, technical and finance leadership.
- Report procurement performance, savings and risk to the executive team and group leadership.
What Success Looks Like (First 12 Months)
- Operating procurement strategy and category plans in place for finishing and fit-out, aligned with the active project pipeline.
- Strengthened supplier base with framework agreements covering the major spend categories in KSA and key international sourcing markets.
- A capable, properly structured procurement team delivering against project demand on programme and to budget.
- Documented procurement policy, governance and KPI framework embedded across the business, with reliable reporting to leadership.
Mandatory Requirements
- Experience: Minimum 15 years in procurement, with a clear track record of leading procurement on finishing and fit-out projects in KSA or the wider GCC.
- Leadership scope: Demonstrated experience leading a procurement function or department, including team build-out and governance.
- Supply chain certification: Recognised supply chain / procurement certification such as CIPS, CSCP (ASCM) or CPSM (ISM).
- Regulatory accreditation: Valid Saudi Council of Engineers (SCE) registration in KSA.
- Category expertise: Deep knowledge of finishing and fit-out materials, specifications, supply chain and vendor landscape.
- Commercial skill: Strong negotiation, contract management, cost analysis and supplier governance capability at senior level.
- Academic qualification: Bachelor's degree in Engineering, Supply Chain, Quantity Surveying or a related field; a postgraduate qualification is an advantage.
Preferred Profile
- Procurement leadership on Vision 2030-era giga-projects or high-value hospitality, commercial or mixed-use developments in KSA.
- Hands-on familiarity with SAP (Materials Management / procurement modules) and digital procurement tools.
- Established supplier and manufacturer network across KSA and key international sourcing markets.
- Familiarity with KSA local-content / Saudization requirements within the supply chain.
- Experience working within a holding-company or multi-subsidiary structure.
- Fluency in Arabic is a significant advantage for navigating supplier and regulatory relationships in the local market.
