Qualifications

Essential criteria
  • Member of the Chartered Institute of Procurement and Supply - Level 4 or above and or relevant experience.

Desirable criteria
  • Chartered Institute of Procurement and Supply Chain level 5/6 or working towards

Knowledge and Skills

Essential criteria
  • Procurement Legislation - Good knowledge of the Procurement Act 2023 and relevant legislation which applies to the expenditure of public money. This must include the associated risks and how to manage / mitigate these.
  • Contract Law - Good and constantly maintained knowledge relating to UK contract law which is to be applied to all contracts which the Trust enters.
  • Trust Standing Financial Instructions and Standing Orders - Must be used for the basis of all procurement activity facilitated and against which the department will be audited against.
  • Procurement Processes - Must have a working knowledge and be able to demonstrate their ability to facilitate a procurement process from end to end including Invitation to Quote, Under and Over threshold Tender procedure, Mini Competition / Direct Award by utilising an applicable NHS Accredited Framework.
  • Customer Focused - Builds and manages internal and external stakeholder relationships and exceeds patient and commissioner expectations by accurately assessing patient needs and ensuring the delivery of commissioner requirements.
  • Business Aware - Demonstrates a clear understanding of the current market environment including awareness of all opportunities and threats to new and existing business / income. Seeks, evaluates, and uses

Experience

Essential criteria
  • Experience of working within the NHS purchasing and procurement
  • Experience of analysing information and spend data to support decision making.

Disclosure and Barring Checks (DBS)
It is the policy of South Tees Hospitals NHS Foundation Trust that all successful candidates who are new to the Trust who require DBS clearance for the post they have been offered, are required to pay the cost of their DBS. The method of payment for this is via salary deduction from your first month's pay.

Qualifications
Please note the essential qualifications required for the post are outlined within the Person Specification. You are required to provide original evidence of the necessary qualifications for the post at interview should you be shortlisted. You will also be required to provide original copies as part of the pre-employment check screening.

New Starters - Probationary Period

For any new employees commencing employment with South Tees Hospitals NHS Foundation Trust, you will be subject to satisfactory completion of a 6 month probationary period. Please note that internal applications and individuals that are appointed to fixed term appointments of less than 6 months duration are exempt from the probationary period (unless you are an internal applicant currently part way through a probationary period or a bank member of staff).

Working Hours

If the hours advertised for the post are up to full time (37.5 hours per week), applications are still welcomed from individuals who may be seeking to work less than full-time hours and all requests will be considered in line with the post being appointed to for the successful applicant.
