Job Description – Crisis and Emergency Management Consultant

Main Duties and Responsibilities

  • Develop a comprehensive crisis response and management framework for the National Oil Corporation (NOC).
  • Conduct gap analyses of emergency response plans across NOC-affiliated companies and assess their crisis preparedness levels.
  • Prepare an integrated crisis preparedness and response plan in coordination with:

-The Oil Aviation Company and the Civil Aviation Authority.

-Regional offices of affiliated companies.

-External entities and stakeholders.

  • Ensure the framework covers, as far as possible, all potential crisis and emergency scenarios, including:

- Catastrophic incidents in fields and offshore platforms.

- Airspace emergencies.

   - Conflict zones. 

  - Epidemics and public health emergencies.

 -Natural disasters.

 -Humanitarian situations (e.g., lost individuals or groups in desert areas).

  • Coordinate and contribute to the preparation of proposals for amendments to standards and international recommendations.
  • Support and motivate the Corporation and its companies to enhance crisis preparedness and response capabilities through:

- Workshops.

- Technical support missions.

- Developing specifications for crisis management rooms at headquarters, affiliated companies, and onshore/offshore fields.

  • Monitor and evaluate company performance in fulfilling their roles using Key Performance Indicators (KPIs), and submit periodic reports to senior management.
  • Develop proposals for electronic tools to facilitate crisis management information sharing and support decision-making.
  • Contribute to establishing a multidisciplinary emergency team within the Secretariat to exchange information and coordinate initial crisis response.

 

  • Ensure effective crisis management by preparing the work environment for appointing emergency management leaders according to the affected areas.
  • Monitor developments and submit regular reports to senior management.
  • Coordinate internally within NOC and externally to secure the necessary support and resources for crisis management as required.
  • Prepare and present comprehensive position papers, official correspondence, and supporting documentation to the HSE Department and the NOC Board of Directors.
  • Provide integrated technical documentation to support technical discussions during meetings and conferences.
  • Manage discussions of submitted documents and provide clarifications when required.
  • Coordinate and follow up on the implementation of actions, recommendations, and decisions arising from meetings.
  • Develop and implement plans for organizing and conducting:

- Seminars

- Conferences

- Workshops

- Training courses

  • Ensure timely preparation of event programs and administrative/logistical requirements to obtain executive approvals.
  • Coordinate with the training program and participate as a technical expert in developing crisis management training materials.
  • Maintain continuous communication with NOC and its affiliated companies to ensure situational awareness and monitor their crisis response readiness and capabilities.
  • Promote collaborative decision-making in crisis preparedness and management at national, regional, and international levels.
  • Provide support to executive assistance projects and technical cooperation initiatives in crisis management when required.

Qualifications and Required Experience

 

 

Education:

  • Bachelor’s degree in petroleum engineering, Petrochemicals, or Crisis and Emergency Management.
  • A technical engineering qualification with extensive relevant experience may be accepted as an alternative to a university degree.

Professional Experience:

  • Minimum of 15 years of experience in crisis and major incident management with key service providers (oil fields, oil refineries, petrochemical companies, airlines, or air navigation service providers, education qualification centers).
  • At least 5 years of experience in crisis or emergency management in a complex or international environment.
  • At least 5 years of experience in developing and implementing initiatives to strengthen crisis or emergency management.
  • Experience in organizing and implementing programs and projects at national, regional, or international levels.
  • Experience in strategic and operational planning, process documentation, and program development.
  • Experience in managing technical teams, seminars, and workshops.
  • Experience in developing and delivering training programs.
  • Experience in policy negotiation and public relations.

Language Requirements:

  • Full professional proficiency in English (reading, writing, and speaking).
  • Preferred: Working knowledge of Arabic.
