Overview

We are seeking an Operational Excellence (OE) Engineer to join the Operational Excellence (OE) & Compliance Group part of our Sofon Projects Department.

The OE & Compliance Group is responsible for providing strategic guidelines of the Operational Excellence in line with the corporate strategy.

As an OE engineer, your primary role is to develop and implement Operational Excellence programs aligned with the corporate strategy ensuring efficient on-time, high quality, and safely.

Key Responsibilities

As a successful candidate you will be required to perform the following:

  • Develop and implement Operational Excellence programs aligned with the college strategy ensuring efficient on-time, high quality, and cost-effective delivery of capital projects.
  • Implement continuous improvement programs.
  • Develop and implement policies and procedures in line with the college's strategic plan.
  • Design and implement contractors' performance management systems.
  • Establish KPI's and allocate service contracts.
  • Collaborate with Chancellor's office and academic and administrative staff, work with design consultants and architects to prepare blueprints, and specifications, scope of works.
  • Develop project charters and project plans identifying projects objectives, scope, schedules, and stakeholders' engagement plans.
  • Develop project risk registers and recovery plans to mitigate identified risks and to estimate the needed contingency fund required to manage the identified risks.
  • Develop project requirements and budgets, draft Request For Proposals (RFPs), prepare bidding documents, evaluate, recommend, and negotiate with contractors.
  • Monitor and report on projects progress and budget, review and evaluate schedules of values and payments for contractors.
  • Provide project financial reports detailing cost overruns, scope variations and allocation of direct and indirect expenses.
  • Conduct Return of Investment (ROI) analysis, payback period or Cost/benefit analysis to justify and obtain management approval for capital budgets.
  • Analyze Risk Management (R&M) spend variance across locations comparing spend of similar locations and taking necessary actions.

Minimum Requirements

As a successful candidate you will hold a:

  • Bachelor's degree in Engineering from a recognized and approved program. An advanced degree is preferred, but not required
  • Minimum of 10 years of relevant experience preferably in oil and gas, with at least 5 years in Operational Excellence.
  • Knowledge of quality and compliance requirements and audit programs.
  • Familiarity with knowledge management approaches, principles and tools.
  • Excellent communication skills and ability to represent the organization in diverse forums
