Commissioning Coordinator

Key Responsibilities

Commissioning Planning & Preparation

  • Develop commissioning system boundaries, procedures, and deliverables in line with project and client requirements.
  • Assign and review Inspection & Test Records (ITRs) and commissioning workflows.
  • Ensure compliance with Class, SCE, and process safety standards in commissioning deliverables.
  • Prepare tools, utilities, and resources required for commissioning activities.
  • Identify and incorporate regulatory & statutory requirements into commissioning procedures.
  • Evaluate and review third-party technical services for commissioning scope.

Commissioning Execution

  • Lead pre-commissioning and commissioning activities while managing interfaces with construction and operations teams.
  • Oversee Permit-to-Work (PTW) processes, ensure adherence to operational safety systems, and manage suppliers, technicians, and Class witness activities.
  • Execute performance verification, Class certification, and system handover documentation.
  • Manage technical changes and modifications in commissioning and ensure proper follow-ups.
  • Ensure the verification and close-out of all Safety Critical Elements (SCEs) during commissioning.
  • Conduct risk assessments, toolbox talks, and preservation & maintenance activities as per commissioning guidelines.
  • Support offshore commissioning, startup, stabilization, and performance testing.

Commissioning Coordination

  • Interface with MC Coordinator, Lead Commissioning Engineer, and Engineering Teams to ensure smooth completion of ITRs, mechanical completion, and commissioning completion.
  • Engage with vendors, regulatory bodies, and clients to resolve technical issues.
  • Coordinate functional testing and operational readiness with stakeholders.
  • Capture and implement lessons learned and best practices for continuous improvement.

Commissioning Services & Vendor Management

  • Ensure third-party services, subcontractors, and Field Service Representatives (FSR) perform tasks within the planned schedule.

Relationship Management

  • Build and maintain strong relationships with clients, vendors, and internal teams.
  • Support and mentor team members in a multi-cultural and multi-disciplinary environment.

 

Discipline-Specific Responsibilities

Mechanical

  • Strong knowledge of FPSO topsides, marine mechanical, and process systems.

Instrumentation & Control

  • Experience with Process Control Systems, Safety Instrumented Systems (SIS), and SIL/SIF verification.
  • Ability to troubleshoot instrumentation systems and familiarity with leading DCS systems.
  • ATEX certification preferred.

Electrical

  • Competency in FPSO electrical system troubleshooting.
  • ATEX certification preferred.

Telecom

  • Strong knowledge of FPSO telecom systems and troubleshooting.
  • ATEX certification preferred.

 

HSEQ & Compliance

  • Adhere to MODEC HSEQ policies, standards, and procedures to ensure safety and environmental protection.
  • Ensure compliance with MODEC's Code of Business Conduct & Ethics.

 

Qualifications & Experience

  • Bachelor's Degree or Technical College Certificate in a relevant engineering field:
  • Mechanical Engineering
  • Electrical Engineering
  • Instrumentation & Control Engineering
  • Telecommunications Engineering

 

  • Minimum 4 years of experience in EPC for onshore/offshore oil & gas or FPSO projects.
  • Track record of commissioning at least two FPSOs covering both marine and topside modules.

     

    Technical Skills

    • Proficiency in AutoCAD, Blue Beam, PDF Writer.
    • Experience with MS Office, project management tools (MS Project/P6), and system completion databases.
    • Strong understanding of FPSO commissioning execution, regulatory compliance, and EPCIC handover to operations.
    • Ability to problem-solve independently and lead teams in a high-risk, regulatory-driven environment.
    • Hands-on experience in offshore plant startup, stabilization, and performance testing.
