Senior Contract Workforce Engineer

Accountabilities

  • Produce contractual documents in accordance with company procedures and ethical standards.
  • Provide high-quality, cost-effective, and time-efficient contracts services to technical entities.
  • Contribute to the optimisation of the economic performance of operations conducted within the organisation.

Key Responsibilities
In this role, you will liaise with other teams and contribute to the processes and communication within the contracts entity by performing the following tasks:

  • Collaborate closely with counterparts to create the contracts dossier, define clear contractual responsibilities, and discuss the agenda, including:
    • Validation of contracts strategy
    • Negotiation and analysis of commercial bids
    • Participation in recommendations for awarding contracts
    • Ensuring all insurance-related matters concerning company assets and personnel are addressed
    • Managing performance by monitoring key performance indicators (KPIs)
    • Keeping the contracts management tool up to date
    • Keeping informed of best practices in contracts procedures across various entities for continuous improvement of contract practices.

The role includes executing the following contract activities:

  • Prepare and maintain an up-to-date list of qualified contractors, suppliers, and potential tenders/contracts, ensuring information is continuously updated for effective market studies and assessments.
  • Participate in the validation of the contracts strategy by:
    • Arranging and attending Contracts Committee Meetings
    • Pre-qualifying bidders
    • Defining target prices and evaluation criteria
  • Develop commercial documents for competitive tendering (CFT).
  • Prepare and issue calls for tenders to contractors and suppliers on the bidders list.
  • Ensure compliance with health, safety, environmental (HSE) clauses, company rules, procedures, and applicable legislation when issuing all technical contracts and drafting contractual and commercial terms and conditions.
  • Verify the terms and conditions (standard, general, and financial).
  • Establish technical contracts and agreements, and directly participate in the most complex contracts.
  • Conduct bid analysis and negotiation of both Terms & Conditions and commercial bids, working closely with counterparts to create a clear definition of responsibilities.
  • Participate in the Recommendation to Award (RTA) process through contract committees and award validation, evaluating RTAs as needed.
  • Manage the approval process from authorities and partners, clarifying the rights and obligations of signing parties and facilitating the signature process of formal documents.
  • Ensure the effective handover of contracts to partner entities.
  • Assist in the settlement of claims and lawsuits in collaboration with legal, insurance, finance, and management teams by proposing strategies and participating in negotiations.
  • Monitor the status of ongoing contracts, participate in contract renewals, and contribute to amendments discussions.

Health, Safety, Environment, and Quality (HSEQ)

  • Ensure safety measures are implemented to mitigate immediate risks and threats to personnel and installations. Always exercise caution to avoid danger.

Context and Environment
The Senior Contracts Engineer operates within an interdisciplinary contract environment. The role involves establishing contractual documents and contributing to the optimisation of the economic performance of operations. This includes establishing, monitoring, and updating contracts across various services, ensuring they align with operational and technical standards. The Senior Contracts Engineer will also mentor junior Contracts Engineers.

Qualifications and Experience Required

Qualifications

  • BSc degree in a Science or Commercial field, or equivalent. A CIPS certification or a Master’s degree is advantageous.

Professional Experience

  • A minimum of 10 years of post-graduate experience in contracts within the oil and gas industry, including at least 5 years as a Senior Contracts Engineer.

Personal Abilities

  • Strong management skills, with advanced human relations, problem-solving, and organisational abilities.
  • Ability to adapt, maintain a positive mindset, and demonstrate a willingness to evolve within the role.

C&P Competencies

  • Advanced level of procurement knowledge and experience in materials and services.
  • Solid technical knowledge of materials and services in the relevant scope.
  • Strong understanding of contracts and tendering processes.
  • In-depth knowledge of both local and international market trends, with the ability to analyse market developments.
  • Familiarity with C&P tools (SAP, MPP, GEP, etc.).
  • CIPS certification is an advantage.
