Our client, the developer of a major oilfield in Iraq, is currently seeking a Lead Metering Engineer within their Maintenance & Engineering department.

The Lead Metering Engineer will serve as a Leadership and Subject Matter Expert, responsible for upholding Metering standards, codes, policies, and best practices within the discipline. This role involves leading a team of Metering engineers and specialists, providing technical support, and driving the strategic development of the Metering function.

The incumbent will spearhead the Metering Modernization & Transformation Program, ensuring effective management of Metering systems in an aging oilfield. Additionally, they will take ownership of Metering System Assurance, championing best practices to optimize accuracy, reliability, and compliance across operations.


Key Accountabilities
  • Safety & Continuous Improvement
    • Foster a culture of safety and ongoing improvement across Metering operations.
    • Support HSE initiatives, including audits, safety observations, risk assessments, and incident reporting.
  • Nationalisation & Workforce Development
    • Mentor and coach local national Metering Specialists in safety, reliability, and efficient work execution.
  • Technical Support & Compliance
    • Provide expert technical support to Brownfield and Greenfield Projects, Construction, Operations, Maintenance, Subsurface, and Senior Leadership.
    • Minimise financial and commercial exposure by ensuring strong technical compliance.
    • Offer technical guidance on new metering systems and upgrades, including involvement in FEED and approval processes.
  • System Testing & Commissioning
    • Lead FAT/SAT as the Client Representative for new or upgraded metering equipment.
    • Ensure complete and accurate documentation of testing, with clear results and transparent methods aligned with industry standards.
    • Oversee the smooth transition of metering systems from project to operational status.
  • Regulatory & Third-Party Liaison
    • Coordinate with third-party suppliers, customers, independent auditors, and ministry regulatory bodies to demonstrate system compliance.
    • Arrange and witness third-party calibrations, ensuring adherence to regulations.
  • Measurement & Quality Assurance
    • Monitor and control measurement quantity and quality system equipment through audits, inspections, and surveys.
    • Ensure compliance with relevant standards, codes of practice, and company requirements.
  • Technology & System Improvements
    • Stay updated on new metering technologies and recommend improvements and cost-saving measures.
    • Prepare documentation outlining specifications for potential enhancements.
  • Incident Management & Performance Optimization
    • Generate mis-measurement reports and corrective actions in case of system failures.
    • Raise deviation and dispensation requests with necessary documentation.
    • Assess system uncertainties and recommend strategies to maintain operations within specified tolerances.
  • Project Involvement & Design Oversight
      • Review work packs, including functional design specifications, procurement, and project planning.
      • Lead or participate in conceptual, basic, and detailed design activities.
      • Ensure engineering compliance with standards, specifications, and regulatory codes.
      • Identify, assess, and mitigate risks associated with non-conformities and temporary deviations.
    • Engineering Documentation & Approvals
      • Conduct site surveys and prepare design documents (Basis of Design, Statement of Requirements, Specifications, Data Sheets).
      • Review and approve third-party engineering deliverables.
      • Develop material requisitions, conduct technical bid evaluations, and liaise with vendors.
    • Custodianship of Technical Documents
      • Maintain key technical documents, including:
      • Operating Procedures
      • Maintenance Procedures
      • Proving Procedures
      • Mismeasurement & Reconciliation Procedures
    • External Representation & Contract Management
      • Represent the company in technical discussions with third-party organizations, national authorities, and regulatory bodies.
      • Develop, implement, and manage contracts as Contract Accountable Manager (CAM), including input for budget planning.
      • Provide technical input for company management of change processes.


    Essential Education

    • Degree / diploma qualified engineer or equivalent work experience. BSc, BEng or MEng (UK), BSc (US), or international equivalent in Instrumentation & Control or other relevant engineering subject.

    Essential Experience and Job Requirements
    • Extensive and relevant industry experience, with at least 15 years in the industry, including a minimum of 10 years in flow measurement and metering.
    • At least 5 years of experience working in international, multicultural environments, specifically in brownfield engineering and design support.
    • Strong technical leadership with the ability to influence and an in-depth understanding of metering principles.
    • Proven expertise in applying engineering standards and best practices, combined with experience in people leadership and stakeholder management.
    • Comprehensive knowledge of industry codes, standards, and practices (ISOs, APIs, AGAs & DEPs), along with experience in calculation methodologies.
    • Familiarity with measurement allocation and reconciliation processes.
    • Well-developed coaching skills, gained from working on multinational projects with diverse teams.

    Desirable Criteria and Qualifications
    • Strong communication, interpersonal, facilitation, influencing, and negotiation skills.
    • Ability to mentor and develop others while fostering diverse relationships in a multicultural environment.
    • Capability to assess and prioritize maintenance and engineering support activities.
    • Experience in identifying and mitigating safety hazards.
    • Proficiency in Arabic is advantageous but not essential.
    • Corporate membership in a recognized professional body.
