We are currently seeking an Sr. HSE Manager to join our team based in Houston, TX.

About the Job

Primary Purpose

Guide our HSE programs based on Health and Regulatory and Corporate Guidelines. Manage the application of these programs within the TEN facilities following the technical and safety procedures and standards according to the Project plans. Demonstrate a high focus on building a strong HSE culture by spearheading a local HSE Team, supporting Construction Managers, Project Managers, and external clients and subcontractors. The person in this role will report to the Head of HSE Americas and serve as part of the TEN site management team under the direction of the TEN Project Director.

Duties and Responsibilities

• Develop materials for HSE training, programs and processes
• Provide guidance for the implementation of HSE departmental functions in regard to auditing, training, incident investigation, software, tools, Company HSE policies, procedures, and methods designed to drive the Companys HSE culture and meet the Companys HSE standards and goals through an expert knowledge of the Companys HSE standards, programs, and goals
• Lead teams of HSE professionals, including globally diverse teams when involved in projects
• Manage the overall direction and coordination of the HSE function on Total Installed Cost (TIC) large, complex projects by identifying and approving HSE project plans and contractor pre-qualifications and their effect on contractual agreements, schedules, activities, and milestones
• Liaise as necessary between the Company, client, insurance carriers and regulatory agencies in order to provide assistance and resolution in regard to audits, remedial actions and other HSE related issues
• Other duties as assigned• Accredited four (4) year degree or global equivalent in applicable field of study and sixteen (16) years of work-related experience or a combination of education and directly related experience equal to twenty (20) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner• Experience executing projects in the Middle East is preferred.
• Mining (copper concentrator) experience is preferred.
• Previous experience working for Fluor is preferred.
• Successful completion of less complex or smaller projects
• Demonstrate high level of interpretive thinking and mature judgment
• Skills demonstrating the capability to run the HSE function on a medium to large project
• Advanced computer and software skills to include the use of word processing and email as well as the advanced use of spreadsheets, electronic presentations and databases
• Effectively demonstrate high critical thinking/reasoning ability
• Effective presentation skills including public speaking
• Strong organizational and leadership skills
• A valid drivers license, if required
• Continue education and knowledge of industry-wide HSE-related information and technologies as well as new regulations and trends through continuing education, conferences, and/or periodicals, and continues to develop in-depth specialization
• Serve as a Company representative to external HSE organizations

About You

Education
  • Bachelor's Degree Safety, Engineering, or related field Required

Experience
  • 15 Years Petrochemical, Refining, or Oil & Gas / LNG, Construction Required

Skills and Abilities:
  • Strong understanding of operational safety.
  • Expertise in interpreting regulatory policies, including OSHA, NFPA, NEC, and EPA.
  • Excellent written and oral communication skills for engaging with internal and external stakeholders.
  • Strong leadership and team management skills, with the ability to influence and inspire across all levels of the organization.
  • Action-oriented and self-directed; good organizational and project management skills.
  • Ability to manage projects and priorities in a fast-paced, dynamic environment.
  • Professional attitude and poise during crucial discussions with regulators and executive management.
  • Strong leadership abilities to build a positive team environment, manage and influence team performance, including mentoring.
  • Strong analytical and critical thinking skills, with a focus on continuous improvement.
  • Proven experience in site auditing, assessment, and coaching.
  • Extensive experience in monitoring site safety performance, conducting audits, and incident investigations.
  • Proficiency in HSE management software and Microsoft Office Suite.
  • Recommended experience with ISO 14001/OHSAS 18001/ISO 45001.

Licenses and Certifications:
  • Certified Safety Professional (CSP), Associated Safety Professional (ASP), or equivalent preferred.
  • Transportation Worker Identification Credentials (TWIC) required.
