Overview

A prominent player in energy infrastructure is seeking an experienced Concession Chief Technical Officer (CTO) to lead the technical direction and operational performance of large-scale concession projects. This senior leadership role is pivotal in driving innovation, compliance, and engineering excellence in long-term concession agreements within the power, oil & gas, and utilities sectors.

Key Responsibilities

• Develop and implement technical strategies aligned with concession frameworks and regulatory requirements
• Lead the engineering design, construction, and technical performance of all concession-based infrastructure projects
• Ensure technical compliance and optimise lifecycle asset performance and operational efficiency
• Introduce innovations in technology, sustainability, and digitalisation to meet industry standards
• Liaise with regulators, concession stakeholders, and government bodies to ensure obligations are met
• Conduct technical risk assessments, due diligence, and feasibility studies for new and expanding assets
• Provide technical expertise during contract negotiations to define performance and engineering requirements
• Oversee QA/QC processes, asset integrity, and long-term sustainability goals
• Establish technical policies, standards, and best practices tailored to concession-based development
• Build and mentor high-performing engineering teams aligned with project and regulatory requirements

Requirements

• Bachelor's degree in Engineering, Energy Management, or a related discipline (Master's preferred)
• 20+ years of experience with 15+ years in technical leadership roles
• Experience working with concession or public-private partnership (PPP) infrastructure projects
• Proven knowledge in power, oil & gas, or utilities project execution
• Strong familiarity with regulatory frameworks and long-term asset management strategies
• Demonstrated leadership, innovation, and risk management capabilities
• ERP expertise preferred, especially with SAP
