Overview

Urbacon Concessions Investments is seeking an experienced Concession Project Controls Manager to lead planning, scheduling, cost control, and progress monitoring for concession-based projects in Kazakhstan. The role ensures that projects are delivered on time, within budget, and in compliance with contractual and regulatory standards. The Project Controls Manager will collaborate with cross-functional teams to optimize project execution, manage risks, and enhance reporting accuracy.

Key Responsibilities

• Develop and implement project control procedures, systems, and tools tailored to concession project requirements
• Monitor project progress against key milestones, prepare reports for senior management and regulatory bodies
• Oversee cost estimation, budgeting, and financial forecasting to ensure compliance with concession agreements
• Coordinate with engineering, procurement, and operations teams to analyze schedules and identify project risks
• Ensure adherence to concession contract terms and manage change processes and risk mitigation strategies
• Lead risk assessments, identifying cost and schedule overruns, and recommend corrective actions
• Apply earned value management (EVM) methodologies to track project efficiency and financial health
• Evaluate contractor performance, claims, and make recommendations for contractual adjustments
• Implement industry best practices to ensure project controls are optimized and compliance maintained
• Train and mentor project control staff to enhance their skills in managing concession projects

   

Requirements

• Bachelor's degree in Engineering, Construction Management, or a related field
• Minimum 8 years of experience in project controls, with at least 5 years in a supervisory role
• Strong proficiency in project control software (e.g., Primavera P6, MS Project, SAP)
• Deep knowledge of cost control, risk management, and contract administration in infrastructure and concession projects
• Expertise in financial modeling, long-term contract management, and project execution
• ERP knowledge, particularly SAP, is required
• GCC experience is a plus
