Overview
Urbacon Concessions Investments is seeking a highly skilled Concession Project Director to lead the planning, execution, and delivery of large-scale infrastructure projects in Kazakhstan. This role will oversee power plant, oil & gas, and energy & utilities projects within a concession framework, ensuring compliance with regulatory standards and alignment with long-term operational objectives. The Project Director will manage project risks, optimize financial returns, and collaborate closely with government authorities, investors, and technical teams.
Key Responsibilities
- Develop and implement project execution strategies aligned with concession agreements, regulatory compliance, and long-term goals
- Lead planning, budgeting, and scheduling of concession projects to ensure cost efficiency and adherence to key milestones
- Manage relationships with government authorities, investors, and key stakeholders to align with concession commitments
- Oversee procurement, contractor management, and engineering activities to ensure project quality, safety, and performance
- Implement risk mitigation strategies, addressing financial, technical, and operational risks specific to long-term concession agreements
- Drive operational readiness planning for smooth transition from construction to long-term concession operations
- Monitor project performance, financial models, and investment returns to optimize the concession lifecycle
- Lead contract negotiations to ensure EPC, O&M, and service agreements align with project requirements
- Implement sustainability and efficiency initiatives to enhance project performance within environmental and regulatory frameworks
- Build and mentor a high-performing project management team with expertise in concession-based infrastructure
Requirements
- Bachelor's degree in Engineering, Project Management, Business Administration, or a related field (Master's preferred)
- Minimum 20 years of experience, with at least 15 years in management or leadership roles
- At least 5 years of experience working in the GCC region is a plus
- Proven leadership in project execution, stakeholder management, and financial oversight
- Expertise in contract negotiation, regulatory compliance, and risk management in the power plant, oil & gas, and energy & utilities sectors
- In-depth knowledge of concession agreements, long-term financing, and public-private partnerships
- Strong strategic planning, problem-solving, and decision-making abilities
- ERP knowledge, particularly SAP, is required
