The Operations Engineer will provide technical expertise to ensure the efficient operation, enhancement, and optimization of the BTT Fractionator. This role involves managing changes and overseeing projects driven by commercial, operational, control, and health, safety, and environmental (HSE) factors. The engineer will support the operation and improvement of the BTT Fractionator, manage changes, and lead projects related to commercial, operational, control, and HSE drivers, while ensuring compliance with all applicable codes and standards. Required knowledge includes expertise in the design, construction, and operation of pipelines and processing facilities, a working knowledge of relevant codes and standards, and a basic understanding of piping hydraulics, distillation processes, heat transfer equipment, rotating equipment, and heat and material balances.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.

The engineer will support the operation and improvement of the BTT Fractionator, manage changes, and lead projects related to commercial, operational, control, and HSE drivers, while ensuring compliance with all applicable codes and standards. Required knowledge includes expertise in the design, construction, and operation of pipelines and processing facilities, a working knowledge of relevant codes and standards, and a basic understanding of piping hydraulics, distillation processes, heat transfer equipment, rotating equipment, and heat and material balances.
Responsibilities May Include:
- Interfacing with Plant personnel, Commercial department, Measurement group, customers, engineering companies, vendors, and other stakeholders to provide technical support
- Compiling Preliminary Project Scope and Cost Estimates for new projects
- Ensuring major technical and operational requirements are met prior to finalization of designs, Commercial Agreements and AFEs
- Executing management of change, design coordination, pre-startup safety reviews, commissioning, and project closeout/post audits
- Working with contract partners on items related to health, safety and environmental reporting and reliability/mechanical integrity
- Constructing and maintaining analytic models to capture, track, and forecast costs
- Participating in the oversight of unit processes, product specifications, policies, and procedures
- Accountability for completing tasks on schedule while meeting applicable site and company codes and standards
- Collaborating with the corporate HSE manager to maintain and implement the facility's HSE program
- Maintaining a high degree of attention to detail while managing multiple assignments with various deadlines and responsibility levels
- Maintaining awareness of company and government safety regulations and maintain a high regard for the safety of company employees and assets, and the general public
Required Qualifications:
- Legally authorized to work in the job postion country
- Bachelor's degree in Chemical Engineering
- 3+ years of relevant experience
- Ability to read and interpret technical information such as P&IDs, PFDs, equipment specifications, and construction drawings
- Must possess and maintain a valid driver's license and a satisfactory driving record
- Must be willing and able, with or without reasonable accommodation, to comply with the following:
- Travel up to 25% including overnight and weekend trips
- Be able to work outside in extreme temperatures
- Be able to climb stairs, ladders, walk over difficult terrain and stand for long periods of time
- Able to provide after-hours support
Preferred Qualifications:
- Experience with software such as Frontline, Honeywell PHD/Experian, and SharePoint
- Excellent communication and interpersonal skills and the ability to work with both company and non-company personnel to accomplish goals
