Position Title: Head of Project Control & Services
Contract Type: Secondment Contract until 31 December 2030
Work Location: Office and Site, Qatar
Work Schedule: 5 days on, 2 days off
Qualifications:

Bachelor of Science degree in Engineering from a recognised university; advanced degree preferred.

Membership of a recognised professional engineering institution desirable.

MBA and/or PMP certification advantageous.
Experience:
-
Minimum 15 years of relevant experience in the Oil & Gas industry with major projects implementation, including at least 8 years as Head or Lead Project Control Engineer within an engineering design consultancy or EPIC contractor.

Hands-on experience with planning and scheduling software such as Primavera P6, P6 Analytics, Primavera Risk Analysis, MS Project, MS Office, and SAP.

Proven track record in applying industry best practices and company systems, processes, and standards.

Experience supporting development of project execution strategies, engineering and project management processes, and execution plans.

Familiarity with engineering, procurement, fabrication, installation, commissioning, and start-up activities for offshore Oil & Gas major projects.

Strong management, communication, conflict resolution, and presentation skills.
Primary Duties and Responsibilities:

Lead Project Services functions throughout all project stages including schedule review, delay and risk analysis, cost and budget forecasting, management of change, procurement, expediting, materials management, invoicing, documentation, and reporting.

Coordinate development and implementation of project control procedures including planning, scheduling, progress reporting, and measurement systems.

Produce deviation reports and recommend corrective actions to Project Manager and Offshore Major Projects Manager.

Guide development and maintenance of key project control documents such as Contracts Log, Change Order Register, Trend Register, Cost Report, Project Master Schedule, and Risk Register.

Manage all commercial activities related to the EPIC contract and associated non-EPIC contracts or service providers.

Oversee assessment, negotiation, and settlement recommendations for significant change orders and contract amendments in collaboration with project leadership.

Manage cost engineering, budget control, cost estimation, monitoring, and forecasting ensuring stakeholder alignment.

Coordinate with Finance to ensure timely processing of project accounting, budget, and invoice payments.

Support tendering activities for additional contracts and contractors, including bid evaluation and award processes.

Review and recommend acceptance of EPIC contractor planning packages and progress measurement methods to ensure alignment with project requirements.

Support development and implementation of project HSE and QA/QC processes in coordination with relevant teams and stakeholders.

Manage contract claims and insurance processes alongside Finance Department.

Maintain communication and coordination with project management teams to ensure alignment across budget, legal, IT, training, resource, and document control services.

Oversee project resource deployment and recruitment in collaboration with HR and other departments to meet staffing needs.

Participate in project closeout activities including asset capitalisation and identifying opportunities for cost and time savings, complexity reduction, and lessons learned incorporation.

Interface with ICT department to ensure timely processing of IT, IM, and SAP-related activities and equipment availability.

Support local talent development by ensuring training and development opportunities for national employees in line with project goals.
