Contracts Engineer – Oil & Gas
Location: Qatar (Residential Role)
Industry: Oil & Gas / Energy

Role Summary

As Contracts Engineer, you will provide expertise throughout the full contracting lifecycle across multiple complex projects, advising on tendering strategy, contract formation, administration, claims management, and contract close-out activities. You will work closely with technical and commercial teams, supporting procurement and project management in driving contractual excellence and delivering value across the supply chain.


Key Responsibilities

Pre-Contract:

  • Advise Sponsoring / End-user departments on tendering strategies and best practices from project inception.

  • Prepare pre-qualification documents, invitations to tender, and evaluation criteria.

  • Conduct detailed reviews of Scope of Work (SOW), identifying contractual gaps, risks, or inconsistencies.

  • Determine appropriate pricing mechanisms based on contract scope and risk profile.

  • Manage tender clarifications, handle bidder queries (technical & commercial), and coordinate tender bulletins.

  • Participate in mid-tender meetings, site visits, and bidder engagement sessions.

  • Support the preparation of technical and commercial evaluation reports, ensuring timely submission to tender committees.

Post-Contract:

  • Lead commercial evaluations, prepare commercial tabulations, and coordinate award recommendation reports.

  • Support drafting, review, and finalisation of contract documents for execution.

  • Administer contract changes and variations, evaluating their cost and schedule impacts.

  • Review and challenge contractor claims, ensuring compliance with contract terms and protection of company interests.

  • Oversee contract close-out processes, including verification of final accounts, completion certificates, and discharge documentation.

Procurement Support:

  • Assist in material sourcing strategies, identifying supply chain risks, and developing mitigation plans.

  • Participate in defining Service Level Agreements (SLA), Key Performance Indicators (KPIs), and performance monitoring systems.

  • Monitor key contractual obligations such as guarantees, bonds, and deliverables.


Candidate Profile

  • Qualifications:

    • Bachelor’s degree in Quantity Surveying, Engineering, or related discipline.

  • Experience:

    • Minimum 10 years of experience in pre- and post-contract administration, with at least 5 years in the Oil & Gas sector.

    • Solid understanding of contract law principles and international contracting standards.

    • Proficient in drafting contractual correspondence, tender documentation, and formal reports.

    • Strong knowledge of engineering, procurement, and construction processes, including various contract types (FEED, EPC, O&M, Consultancy, etc.).

  • Technical Skills:

    • Familiarity with Incoterms and international commercial practices.

    • Strong analytical, logical reasoning, and problem-solving skills.

    • SAP experience is desirable.

    • Highly proficient in contract analysis and statistical evaluation of commercial data.

  • Soft Skills:

    • Excellent negotiation, communication, and stakeholder management abilities.

    • Organised, methodical, and detail-oriented.

    • Strong interpersonal skills to coordinate across multiple departments and cultures.
