Construction Supervisor - Offshore Structural & Piping
Location: Offshore / Global Assignments, Qatar

Role Overview
An experienced Offshore Construction Supervisor is required to oversee mechanical, piping, and structural installation activities on offshore facilities, including Greenfield and Brownfield projects. The successful candidate will coordinate contractor activities, ensure adherence to construction plans and safety standards, and act as the client's representative at offshore sites.
Key Responsibilities
- Act as client representative offshore, supervising mechanical, piping, and structural construction activities across multiple offshore facilities and marine spreads.
- Liaise with asset holders for site access, work preparation, and coordination of hot work activities.
- Supervise EPIC Contractor during mechanical, piping, and structural installations on offshore platforms, wellhead jackets, and production stations.
- Review detailed design drawings, method statements, lifting plans, material receipts, inspection reports, and ensure compliance with specifications and project standards.
- Perform material receipt inspections; report damaged or missing materials.
- Prepare and manage work permits within electronic permit-to-work (e-PTW) systems; ensure full compliance with permit requirements during offshore activities.
- Attend daily coordination meetings with asset holders to plan and report work progress.
- Coordinate with contractor representatives on offshore logistics for personnel and material transfers to meet schedule requirements.
- Review contractors' construction plans, schedules, method statements, job hazard analyses (JHAs), and ensure adherence to approved procedures and safe work practices.
- Collaborate with operations, project teams, and HSE personnel to ensure compliance with safety and quality standards during construction activities.
- Supervise and approve contractor works including piping, valve installations, steel structures, heavy lifts, blasting, painting, hydro testing, and leak testing.
- Coordinate mechanical completion walkdowns with contractors and end users; raise and close punch lists prior to endorsing mechanical completion certificates.
- Witness inspections in accordance with approved Inspection & Test Plans (ITP); sign-off on inspection records and quality control documentation.
- Support commissioning team during pre-commissioning and commissioning activities.
- Maintain daily progress records; identify and report anomalies or contractual deviations, recommending corrective measures where necessary.
- Submit accurate daily and weekly construction progress reports to management; verify contractors' progress statements.
Key Qualifications
- Higher National Certificate (HNC), Higher National Diploma (HND), or Diploma in Instrumentation, Electrical, Mechanical, or related engineering discipline.
- Extensive offshore construction and commissioning experience, preferably in oil & gas projects.
- Strong understanding of construction techniques for Greenfield, Brownfield, and Wellhead Jacket installations.
Experience
- 8 to 10 years' relevant offshore construction and installation experience in the oil & gas industry.
- Proven experience in offshore mechanical, piping, and structural installations.
- Familiar with construction industry best practices, standards, and processes.
- Experienced in managing multi-national, multi-cultural contractor workforces offshore.
Skills & Attributes
- Strong ability to review and interpret method statements, inspection plans, lifting plans, schedules, and drawings.
- Proactive in identifying potential construction bottlenecks and recommending solutions.
- Excellent communication, coordination, and conflict resolution skills.
- Computer literate with strong reporting and documentation capabilities.
- Demonstrated safety awareness with extensive knowledge of quality control standards and environmental regulations.
