EngineeringWe are looking for a Head of Worker Welfare for one of our clients with the following details:
Location: Qatar Onshore - Raslaffan
Estimated Start Date: ASAP
Estimated End Date: Dec 2027+
Contract Duration: 36 Months
Qualification and Experience Required:
- Bachelor's Degree in Sciences, Welfare, Psychology, Teaching, Sports, Safety, Health, Environment, Security or Engineering (Welfare related qualifications).
- SHES related Certification; NEBOSH (or equivalent); or TapRoot Investigation
Knowledge and/or Experience
- Minimum of 10 years experience in SHES in the Oil & Gas Industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
- Industry relevant experience with specific responsibilities in disciplines such as welfare, training, camp, security, or health management.
- International project experience with Tier-1 EPC Contractors or Clients, involved in the Greenfield and Brownfield construction of onshore production facilities.
- Sound knowledge of the project execution process in large-scale project environments.
Technical and Business Skills
- Strong leadership skills.
- Excellent verbal and written English skills; confident and clear presentation development and delivery.
- Able to cope with high workload and work under pressure, keeping the team calm and focused.
- Strong teamwork, facilitation, with the ability to communicate and interact with all levels of organization.
- Ability to work with diverse cultures to obtain a world-class SHES performance.
- Creates high quality and accurate output in a timely manner.
- Team player who can effectively collaborate within Project Teams and with external parties.
- Computer literate, familiar working with Microsoft Office applications.
Job Purpose
- Provides Worker Welfare related direction, guidance and leadership to Project PMT and EPC Contractors and Subcontractors within their assigned area.
- Performs oversight of the Project Worker Welfare Management processes to ensure worker welfare and rights are respected and maintained to the highest standards in line with company values.
- Supports the Project EPC Contractors and Subcontractors in terms of welfare management and provide regular updates to PMT Management within their assigned area.
- Supports the Project SHES Manager in the stewardship of welfare matters, reporting, recording and ensure the responsible parties take actions when required.
Key Job Accountabilities
- Supports relevant EPC packages in welfare matters, which may include Personal Welfare, Contract Welfare, Site Welfare and Camp Welfare.
- Ensure that welfare matters that are reported to the Welfare Operation Center (WOC) within relevant EPC package, are recorded and tracked to closure, including escalation to management of more serious cases that may require urgent attention.
- Coordinates and supports the project peer-to-peer counsellors (Village Heroes) in all their activities, including regular catch up meetings, counselling, selection, training and onboarding of new village heroes.
- Supports the project Resiliience Program including mental health for PMT, EPC Contractor and Subcontractor teams.
- Demonstrates visible leadership through attendance at key project activities such as management camp walk-throughs, award programs, worker welfare events, food and camp committee meetings.
- Supports the PMT, EPC Contractor and Subcontractor joint SHES Audit Teams in the planning and execution of Camp and Welfare audits. Participates in these audits where deemed necessary and provides subject matter expert input.
- Ensures workers are treated fairly in compliance with the Labour Law of the State of Qatar and International Human Rights, with strong focus on the retention of identity documents, abuse, intimidations, harassment, restriction of movement, discrimination, workplace violence and bullying.
- Maintains and frequently reviews Worker Welfare performance data and generate performance reports, charts and graphs. Provides regular performance reports to the PMT and EPC Leadership Teams and recommends improvement action plans with a risk based approach.
- Ensures that Worker Welfare related programs and protocols are established and sustained throughout the Project duration. These programs and protocols will include, as a minimum, Safety, Social Works, Industrial Hygiene, Camp Management Standard, Mental Health, Human Rights, Grievance Management, and Dispute Resolution.
