Senior HSE Engineer - Onshore (with possible offshore assignments)

Overview

We are seeking an experienced Senior HSE Engineer to lead health, safety, and environmental management for large-scale EPC oil and gas projects in Qatar. This role involves overseeing onshore activities with potential offshore assignments and requires strong leadership in HSE compliance, incident investigation, and contractor coordination in complex project environments.

Qualifications

• Bachelor's degree in Engineering or related discipline from a recognised university; Master's preferred.
• NEBOSH or equivalent safety certification; advanced safety diplomas and memberships in recognised safety institutions are highly desirable.
• IRCA-approved Lead Auditor certification for ISO 45001:2015 Occupational Health and Safety Management.
• OPITO-approved offshore safety training (e.g., TBOSIET, H2S), permit-to-work (PTW), job safety analysis (JSA), and incident investigation experience preferred.
• Membership in a professional engineering or HSE body is required.
• Proficient with MS Office and other relevant software tools.
• Excellent written and spoken English.

Experience

• Minimum 15 years in HSE roles within oil and gas EPC projects, including at least 5 years in senior HSE leadership positions on offshore projects.
• Practical experience working in offshore/onshore fabrication yards, platforms, barges, and offshore construction and installation projects.
• Familiarity with international and local HSE regulations, safety codes, and environmental standards relevant to offshore operations.
• Proven skills in developing project HSE plans, philosophies, risk registers, and environmental assessments.
• Extensive experience in incident investigation, root cause analysis, and implementing corrective actions.
• Track record as a lead auditor for critical HSE audits and reviews.
• Strong leadership abilities to motivate and manage HSE teams and contractor personnel.
• Skilled in coordination with large contractor teams and integration within project management structures.

Key Responsibilities

• Lead implementation of project-specific HSE management systems aligned with international standards and regulatory requirements.
• Drive compliance with all relevant HSE policies, laws, and guidelines across engineering, procurement, construction, and commissioning phases.
• Develop and monitor annual HSE objectives and performance targets for projects.
• Represent project interests in HSE matters with corporate entities, regulators, and government agencies.
• Oversee preparation, review, and approval of HSE documentation and risk registers.
• Manage HSE incident reporting, investigations, and follow-up corrective actions.
• Guide training initiatives to build HSE competency across project teams.
• Conduct and supervise HSE audits and inspections, ensuring timely closure of actions and capturing lessons learned.
• Review and assess contractors' HSE systems, plans, and compliance performance.
• Lead and manage the HSE team to ensure consistent and effective HSE delivery.
• Foster strong communication and relationships between project, contractor, and regulatory teams.
• Conduct regular site visits to ensure HSE compliance and awareness on project installations and facilities.
