We are looking for a Head of Prevention and Coordination of HSE Works for one of our clients with the following details:

Objectives and deliverables
The main result expected by the contracted contractor's activity "Prevention and Coordination of Works" is to put everything in place to ensure the safety of the sites in compliance with administrative regulations, internal company or internal site during the performance of work by contracted third parties
The expected missions are defined as follows:
Preparation of Works:
Will be responsible for all phases of work preparation:
- Verification and validation of operating procedures
- Verification and validation of the initial risk analyses,
- Animation and validation of PDPs,
- Verification, validation and instruction of daily work permits,
- Animation of the safety reception of the various on-site workers,
- Verification and validation of the necessary authorisations
- As such, he will be the last signatory allowing the start of the work.
Planning:
- The selected company will have to verify, in collaboration with the contractors, that the work planned each day is not incompatible in terms of the risks generated, and in particular that it does not generate significant additional risks. In addition, some activities will require a permanent presence (e.g. lifting), so it will be necessary to ensure that this is compatible with the other tasks.
- More specifically, work with specific permits that must be signed on site (fire permits, lockout/unlock, confined spaces, excavation permits, etc.) must be validated as compatible with the schedule reviewed at the weekly and monthly intervals. The selected company must indicate any adaptation or anticipation of the schedule that it deems necessary.
Site supervision and field presence
- The selected company must ensure a presence in the field corresponding to at least 80% of the time spent on site. This is to ensure that the rules put in place with the various stakeholders are respected.
The following will be integrated into his or her field presence time:
- The necessary checks before the validation as HSE of special permits (fire permits, consignment/deconsignment, confined spaces, excavation permits, etc.).
- Completion of the "Life Saving Checks" in connection with the company's life-threatening work.
- Verification of the VGP of the various machines that enter the site.
- The control that the work by hot spots is stopped in sufficient time before the departure of the site of the company involved and especially its departure from the site (at least one hour before).
- Carrying out site compliance audits (with an audit grid proposed by the company)
Feedback
- The selected company will have to report the anomalies observed on a daily basis and the immediate corrective actions taken (relating to a site or not). The contractor's principal, the HSE referent and the head of the HSE department must be the recipients of these information statements. These anomalies will be recorded in a handrail whose location is known by the protagonists mentioned above.
- Depending on the progress of the various sites and the modification of the various markings, a monitoring file (updated at least 1x/week) must be communicated to the 3 on-call staff (DIR, HSE and IRU) + HSE referent + head of HSE department + head of IRU department + guard post.
Strength of proposal:
- The selected company will have to be a source of proposals based on its feelings and experience to improve safety practices.
- Among other things, he will have to support and ensure the proper implementation of the new safety rules applicable on the site.
Other missions:
- Carry out scaffolding acceptance on behalf of the company.
- Assist in the preparation of a lifting operation by validating lifting plans, validating the slinging/lifting of a load and assisting in the smooth running of the operation.
- Create and lead safety talks (at least 1x/month) for external companies present on site. The themes will be varied and may be influenced by the REX of the site.
- Ensure that the various KPIs defined at the beginning of the contract with company are taken into account and monitored.
- Preparation of a monthly monitoring file that will be presented every month at a contract monitoring meeting bringing together the on-site contract referent, the HSE safety referent, the HSE manager and the purchasing manager.
- Reporting of the volume of the different activities: number of work permits, PDP, special permits, green lights, etc. This data will be presented during the monthly meeting.
- Participate (if requested by the client) in the collection of facts during an incident/accident as well as in the analysis of incidents and accidents.
- Participate in weekly site monitoring meetings.
- Participate in joint inspection visits.
