Qualifications:

• Bachelor of Science (BSc) or Bachelor of Electrical Engineering (BE) or equivalent in Engineering from recognized University.
• His degree should be certified by Ministry of Higher Education before he gets the job.
• Minimum Experience:
• Ten (10) Year experience in TRANSCO/TAQA Projects in the relevant field preferred with a consultant.
• Experience shall include successfully completing a previous project of similar type and similar scope of work.
• Previous TRANSCO Competency Certificate as Resident Engineer-Electrical will be an added advantage.

Field of Experience:

• Good knowledge of Overall Power Station Systems.
• Good Knowledge of Power Transformers.
• Good Knowledge of HV, MV & LV Switchgears, Lighting, Earthing & DC systems.
• Good Knowledge of Power Station Protection Systems.
• General knowledge of Telecommunication Systems.
• Good Knowledge of HV, MV & LV Cables.
• Good Knowledge of Testing and commissioning of Power Transformers, Switchgears, Cables, Protection & Control Systems, Earthing & LVAC/DC systems.
• Good Knowledge of LDC/ DMS Integration Systems.
• Familiarity with project management tools (i.e. Primavera, MS Office... etc.).
• Familiarity with the related international standards and codes of practices of Electrical equipment at all voltage levels.
• Familiarity with TRANSCO/TAQA specifications.
• Awareness of HSE monitoring, implementation and knowing of relevant hazards.
• Ability to monitor and supervise the contractor and sub-contractor's activities from all different aspects.
• Any office/field training certificate on HSE could be added advantage.

Performance/Capabilities:

• The Resident Engineer (Electrical) shall have the experience and capabilities; to perform the following:
• Review, discuss the Project's Plan, Erection and Commissioning of the electrical equipment & profile problems, etc.
• Be thoroughly familiar with contract requirement to ensure that the contractual obligation of the Contractor is complied, mainly for timely completion whilst maintaining contractual quality and specification.
• Ensure that the completion of work activities is certified in the Quality Control Records and the attachments are complete and the appropriate Quality Control Records as specified in the Project Quality Plan are used (in Consultation with the QA/QC Engineer).
• Advise the Principal Resident Engineer on the works which are required to be completed but are not in the Contract Scope of Work or could be outside the scope of Contract design basis -if any.
• Supervise the work on site in such a way that the work is performed in proper sequence with the required quality as per Contract requirements. Any deviation from approved design shall be promptly raised to TRANSCO Engineers and the PRE for the timely resolution of the non-conformances.
• Check & ensure at site, compliance to FAT comments and implementation of outstanding comments on DTS, approved with AEN status.
• Guide, direct, instruct and motivate the Assistant Resident Engineers (A.R.Es) and Inspectors in such a way that the work is performed in proper sequence with the required quality as per Contract Documents.
• Review, monitor and report on the progress of work and to review/comment on the Contractor's proposed effective remedial measures to recover any slippages on the progress.
• Assist the (P.R.E) in promptly review/comment any claim from the Contractor.
• Co-operate with the Quantity Surveyor for review the Contractor monthly invoices.
• Co-operate with the QA/QC Engineer to ensure that the works are carried out to the agreed QC level and recorded in the appropriate QCR forms/documents.
• For any commissioning activities, direct contact to be maintained to PE&C Department with information to Project Engineer and having proper liaison with PRE.
• Be aware with the existing TRANSCO asset related to this project and general safety requirements procedure.
• Validate all the deliverables through approved TRANSCO quality procedure and forward acceptance duly ensuring that the deliverables are meeting contract scope and work packages.
• Early identification of all the conflicts and risk in the site. Risk identification through complete phase of the project and ensure approved risk response being applied by the contractor.
• Must have complete knowledge of TRANSCO/TAQA permit system and sequence of energization.
• It is responsibility of the RE to ensure the safety of the complete project site and activities.
