We are looking for a SHES Specialist (Pipelines) for one of our clients with the following details:

Location: Doha, Qatar

Estimated Start Date: Aug 2025

Estimated End Date: 2028

Contract Duration: 36 Months

Qualification and Experience Required:

  • Bachelor's degree in sciences, safety, health, environment, security, or engineering.

OR

  • NEBOSH National/International Diploma in Occupational Health and Safety, SHES related NVQ level 5, or British Safety Council Level 6 Diploma in Occupational Safety and Health.

Knowledge and/or Experience

  • 8 years of major project experience in SHES, preferably in Qatar based, oil and gas construction projects.
  • Proficiency in use Microsoft Office suite applications for routine and preparation of SHES related documentation.
  • Reviewing of project SHES documentation.
  • Working knowledge of risk management processes related to construction projects.
  • Experience on similar position on major pipeline projects.
  • Experience in multicultural/multilingual work environment.
  • Experience with Oil & Gas companies, Contractors, or Service Companies.
  • Knowledge of relevant SHES management systems and programs.

Technical and Business Skills

  • Good level in written and spoken English.
  • Good interpersonal and communication skills and persuasive.
  • Strong communication skills; capability to effectively interact with individuals.

Key Job Accountabilities

  • Provide oversight and guidance for SHES / regulatory compliance / performance during the construction, installation, and pre-commissioning phases.
  • Champion on-site safety awareness and safe performance with Contractor and among the Project Team; Support SHES communication with Contractor's team.
  • Monitor Contractor's activities for compliance with Contractor approved Project SHES procedures, during construction, installation, and pre-commissioning phases onshore, liaise with Company team, Contractor, sub-contractor, vendors suppliers as needed; develop strong working relationships with Contractor and Sub-contractor SHES personnel.
  • Liaise daily with Contractor SHES members to ensure the effective implementation of all Project SHES requirements, monitor daily the Contractor's activities and performance and report to the Lead of SHES Pipelines the Safety performance and the data related to the Contractor compliance with the SHES KPIs requirements; coordinates delivery of specific SHES related trainings as per the Competency Matrix and ensures accurate records are maintained; monitor Contractor /Subcontractor SHES staffing and experience levels and effectiveness. Report to Lead of SHES Pipelines, in case of deficiency.
  • Enhance at Project onshore locations, the risk awareness and support / monitor the Project Behaviour programs; provide leadership and support to Contractor and Sub-contractors SHES networks with particular emphasis on less empowered and experienced SHES personnel.
  • Review with Project Package team and Contractor, at Contractor sites, the On Job Training sessions for the benefit of the workforce; Implement IIF Program (or equivalent) and support Contractor for deployment at onshore work sites.
  • Coordinate with and emphasise to the contractor SHES team the correct implementation of the Life Saving Rules Program (or equivalent) at Contractor work site and intervene, record and report to Lead of SHES Pipelines, when violations are observed; analyses all unsafe behaviour and condition data and propose trends improvement actions.
  • Perform daily inspections using "safety tools" (e.g., JSA's Method statements, PTW, compliance check lists, SHES KPIs check sheets, Comply/ Intervene/Care check lists); Check regularly the Actions Tracking Register and advise the Lead of SHES Pipelines on actions closure progress.
  • Daily PTW review to ensure all PTW's and supporting documentation requirements are fully and properly implemented; participate in incident investigation and provide information to the Pipelines & Cables Package Manager and lead any incident data analysis and trends identification.
  • Any activity not immediately endangering the personnel but not in line with Contractor Project Procedures, not respecting the Country SHES Regulations and not in line with International Standards, shall be immediately communicated to Contractor SHES officer or Construction supervisor for immediate corrective action.
