This role is based at the Port Arthur Platform within the Project Development department (part of the larger Technical Department). Manages capital projects with an annual average value of ~$20 million total (5-10 projects per year). This role manages contract resources in-house and outsourced multidisciplinary teams.
Candidate Profile
Requirements: BS in Chemical Engineering and 5+ years relevant engineering experience in the refining or petrochemical industry.

Activities
Some of the main activities include:
- Complete project development through FEED for the Port Arthur Refinery (PAR), Base Chemicals and Joint Venture assets located at PAR. This activity includes but is not limited to coordinating project cost/benefit studies, developing final project justifications, and achieving consensus among the customers such that these projects may be presented for funding approval.
- Participate and coordinate strategic special projects and studies such as Relief systems capacity compliance, Air emissions compliance, Mitigation of HAZOP findings, reduction of CO2 emissions/Energy Efficiency, Processing of Renewable feedstock.
- Participate in profitability improvement programs to evaluate and implement high payout, low cost, capital projects to improve the PAR, Base Chemicals, and BTP competitive positions, and return on capital employed.
- Assist with approved capital projects as they move to EPC phase. This includes assisting during generation/update of operating manual, training of operators, MOC, start-up and troubleshooting.
- Develop basic engineering data in FEL-1, 2 & 3. Develop feedstock and product composition, quality, specification, flow rates, battery limit conditions, possible contamination issues by pulling historic data from DCS/Scada and Laboratory analysis. Develop SOR (statement of requirements) including a process description, project scope, process control, and environmental requirements.
- Develop Process Flow Diagrams for design basis and Heat & Mass balance. Specify design pressure and temperature, process and main utilities lines sizing. Develop utility requirements in normal operation, and special situation: start-up, regeneration/cyclical operation, shutdown. Evaluate impact to other processes though interconnections created by the project.
- Develop P&IDs for projects, detailed enough to allow for complete detailed design including startup/shutdown lines, drains, vents, spacing requirements, instrument locations, block valves, blinds, bypasses, piping symmetry, control logic and SIF. Incumbent must achieve process design approval by coordinating/participating in P&ID reviews and HAZOPs.
- Specify process design of all engineered (Tag) items in project such as reactors, towers, drums, heat exchangers, pumps, compressors, instrumentation, piping hydraulics, heaters and specially relief devices thru Data Sheets.
- Ensure that refinery quality, environmental, and safety initiatives are carried out in daily activities. Ensure compliance with companywide Capital Project Governance, Specifications, US Ragagep (OSHA, API, NFPA, EPA) and Site-specific Project procedures.

Candidate Profile
Requirements: BS in Chemical Engineering and 5+ years relevant engineering experience in the refining or petrochemical industry.
- Must be competent in process and hydraulic simulation, utilities and flare networks, ability to issue process description, describe operation philosophy and basis of process control. Candidate must be familiar with cost estimation thru project's lifecycle.
- Ability to evaluate HAZOP concerns. Must be technically competent, demonstrate commitment, excellence in oral/written communications, & have strong time management skills. Will also serve as a mentor to less experienced process & project engineers.
- Travel (domestic & foreign). Work Schedule; overtime as required, sometimes substantial on major capital projects or unit outages. Field inspection of work in process required, including locations accessible by ladder & internal inspection of process equipment
