The Northern Endurance Partnership (NEP) is developing onshore and offshore infrastructure needed to transport CO2 from carbon capture projects across Teesside and the Humber – collectively known as the East Coast Cluster - to secure storage under the North Sea. The infrastructure is crucial to achieving net zero in the UK’s most carbon intensive industrial regions.
 
NEP is in an incorporated joint venture established solely to develop and operate CO₂ transportation and storage infrastructure on behalf of the NEP Shareholders – bp, Equinor and TotalEnergies.
 
In December 2024, NEP announced financial close, giving the green light to proceed to the execution phase of the transportation and storage infrastructure network that will serve three initial carbon capture projects on Teesside: NZT Power, H2Teesside and Teesside Hydrogen CO2 Capture. NEP expects to commence construction from the middle of 2025 with start-up expected in 2028.
 
About the role
This is an exciting opportunity to be involved in a major first of a kind project for the UK.
 
The NEP DCO & Consenting Manager role is a leadership role working on the expansion of NEP. The role is will report directly to the Humber Onshore Project Manager, a role being resourced in parallel.
 
The principle scope of the role will be the successful delivery of an approved Development Consent Order for the Humber Onshore component of the Expansion, likely consisting of an 88km onshore CO2 pipeline running south of the Humber, crossing to the North Bank and connecting to offshore infrastructure. The role will also look beyond the HCCP scope to develop capability in regulatory compliance, and ensure integration of efforts with the offshore elements of the Expansion project.
 
Key accountabilities
Accountable for developing and submitting the Humber Carbon Capture Pipeline (HCCP) Development Consent Order (DCO) and then managing the examination and approval activity to secure development consent for the HCCP project. This includes accountability for:
  • Establishing credible plans and resource requirements to deliver the DCO submission.
  • Oversight and direction of the DCO contractors
  • Making DCO-related decisions that ensures DCO award is secured whilst balancing project needs from relevant stakeholders
  • DCO schedule so that development consent is granted prior to FID
  • DCO work programme and budget
Accountable for the implementation of Regulatory Compliance systems, processes and activities for NEP in service of safe, compliant and reliable project activities.
  • Develop and maintain relevant systematic compliance and consenting systems, documents, and tools.
  • Deliver compliance support through variety of in-house or outsourced resources whilst building NEP’s long term delivery capability.
  • Implement and deliver the consenting and compliance strategies / aims.
Integrate across the “full chain” permitting of the NEP Expansion development that is made up of oversight and management of the HCCP DCO application, the NEP Expansion offshore ESIA approval and the interface with the CS006 and CS007 storage permits for the CO2 stores.
Represent NEP in front of UK onshore and offshore regulators against the backdrop of a First of a Kind (FOAK) project.
Provide assurance to NEP through barrier health understanding and continuous improvement in consenting and regulatory compliance per NEP’s risk management framework.
 
Education
Degree or higher in environmental discipline, engineering or science
 
Essential Experience and Job Requirements
  • Extensive relevant experience including Major Projects experience in a compliance role.
  • Demonstrable track record of working with UK regulators, stakeholders and NGOs for a major project and with a challenging context of a FOAK project.
  • Experience in building and leading teams in safety-critical environments.
  • Ability to develop project management codes and processes for a new business.
  • Experience with technical or commercial study management
  • Ability to professionally interact with external stakeholders in industry, authorities, politics and public at large
  • Excellent English oral and written communication skills
  • Good business ethics.
 
Desirable criteria
  • Relevant experience and accountability leading onshore pipeline projects.
  • Experience working with the transportation of CO2 and CCUS projects
  • Chartership or Professional Engineering or Project Management accreditation.
