Under limited supervision designs, and assists in the design of electric utility system facilities, including: generation, electric substations, overhead and underground transmission and distribution lines, network systems, protection systems, supervisory control systems (SCADA), Energy Management, market operation and settlement systems, street lighting, and other electric system facilities. This position exists only in the Power Production and Electrical Services Delivery department of Austin Energy.

Job Description:

This position is part of the Control Engineering Advanced Distribution Management Systems (ADMS) group, providing real time operational support for SCADA/EMS and ADMS systems at Austin Energy. On call support for 24/7 coverage is required to ensure that the critical SCADA/EMS and ADMS systems used by the System Control Center operators are reliable and accurate. The position will provide technical support for maintenance such as field upgrades, system upgrades, and repairs to the SCADA/EMS and ADMS systems.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  • Prepares and/or assists in the preparation of standards, equipment specifications, design procedures, test procedures.
  • Performs and/or assists in power system studies such as protective coordination, fault studies, load flows, service reliability, power quality, voltage stability, etc.
  • Prepares or assists in engineering design and develops drawings and other documents for generation, transmission, distribution, substations and SCADA/EMS.
  • Prepares or assists in the preparation and maintenance of drawings, circuit maps, diagrams, charts, data bases and plans.
  • Provide assistance to all classes of customers, developers, and to other City Departments on technical matters relevant to electric utility services.
  • Provide technical and financial inputs for projects in electric utility budget process.
  • Prepares and/or assists in the preparation of safety procedures for electric facilities.
  • Work closely with field personnel to support project energization.

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of engineering design principles applicable to electric utility operations such as, generation, transmission, distribution and other related fields.
  • Knowledge of mathematical techniques such as trigonometry, calculus, and coordinate geometry
  • Knowledge of modern methods, materials, and techniques of assigned discipline
  • Knowledge of leadership roles and responsibilities
  • Knowledge of applicability of established engineering principles and methods.
  • Knowledge of various computer software programs applicable to position
  • Knowledge of preparation of cost estimates
  • Skill in oral and written technical and/or general communication
  • Ability to perform engineering calculations and analyze engineering problems
  • Ability to Read and comprehend simple specifications, plans, and shop drawings.
  • Ability to Interpret and make decisions in conformance within established policies and practices.
  • Ability to effectively communicate orally and in written formats to coworkers and public

Minimum Qualifications:
  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in Engineering, plus three (3) years experience related to the job.
  • Masters degree in engineering may substitute for experience up to two (2) years.

Licenses and Certifications Required:

None.

Preferred Qualifications:
  • Familiarity with power system simulation software
  • Experience conducting electrical system analysis, including short circuit studies and load flow analysis
  • Knowledge of medium voltage electrical equipment
  • Experience with SQL for data querying, analysis, or reporting
  • Experience using Python for automation, data analysis, or system integration
  • Familiarity with Advanced Distribution Management Systems (ADMS)
  • Familiarity with reading and interpreting one-line diagrams and schematics

Salary Range:

$82,139.20 - $106,787.20 annualized, depending on qualifications and experience.

Location:

System Control Center, 2500 Montopolis Dr, Austin, TX, 78741

Work Schedule and Hours:

Monday through Friday. 8:00 a.m. to 5:00 p.m.
40 Hour Work Week (Hybrid Available)
Additional work hours may be required to support the 24-hour Utility operations, which may include evenings, weekends, holidays, inclement weather and emergency closures.

Fair Labor Standards Act:

This position is classified FLSA Exempt. Exempt employees are salaried and are not eligible for overtime compensation.

Critical:
This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.
