Job Summary:
The Transportation and Installation (T&I) Engineer is responsible for preparing the transportation and installation technical plans, output the bill of quantities and obtain quotations from suppliers (please see note). This role is mainly responsible for communicating with clients to obtain and clarify the needs and requirements of the clients, and connecting with the teams in headquarter to provide customized transportation and installation solutions. This role is mainly responsible for supporting front-line sales personnel and supporting the site manager.
Note: These requirements could be appropriately lowered, because the engineer can get strong supports from the teams in headquarter.
1 Key Responsibilities:
Transportation and Installation solution design
• During the due diligence process, clarify and respond to client questions related to transportation and installation.
• During the bidding process, prepare the technical documents and bidding plans related to transportation and installation.
• Evaluate the offshore/onshore transportation routes, port conditions, lifting site restrictions, optimization of logistics and process flow, and prepare relative reports.
• Prepare the transportation and installation technical plans (road transportation, loading-out at the harbor, maritime transportation, loading-off at the harbor, transportation and storage at the harbor, pre-assembly plan at the port, offshore installation plan, etc.), ensuring compliance with laws, regulations, standards, industry practices, etc., and based on the plans, output the bill of quantities (equipment requirement list and personnel requirement list, etc.).
• Develop the local supply chain, obtain quotations from suppliers based on transportation and installation technical plans.
• Prepare the transportation and installation manuals to ensure safety and efficiency.
• Evaluate the risks related to HSE, prepare HSE-related plans, manuals, reports, etc.
• Establish and maintain the basic information database (such as pre-installation ports, wind turbine installation vessels, port service providers, key equipment leasing service providers, human resource providing service providers, etc.).
• Evaluate the operation window periods, based on meteorological and hydrological (metocean) data.
• Prepare technical bidding document, technical agreements and other documents.
Communication with clients
• Communicate with clients to obtain and clarify the needs and requirements of the clients, and connect with the teams in headquarter to provide customized transportation and installation solutions.
• Answer client technical questions and provide communication clarification until closing.
• Responsible for contract review, identify and resolve technical risks.
Technical support
• Support front-line sales personnel to complete the communication and promotion of transportation and installation solutions with clients, design institutes, suppliers, etc.
• Support contract negotiation, bidding clarification, etc.
• Support the logistics team and monitor the compliance of the transportation of large components (such as oversized components) (including customs declaration, insurance, road restrictions, port restrictions, etc.).
On-site support
• Ensure that the actual operation of transportation and installation complies with laws, regulations, standards, industry practices, etc.
• Organize and chair HAZID/HAZOP/FMECA workshops related to risks.
• Supervise the installation operations, coordinate the construction team, equipment, vessels and suppliers to ensure safety and efficiency.
• Resolve technical issues in the installation process promptly.
• Support the site manager to manage special transportation tools (such as SPMT, Crane), lifting equipment and resources to ensure compliance with project budgets and schedule requirements.
Technology innovation
• Breakthroughs in key transportation and installation technologies.
• Establish a system for transportation and installation capabilities, and develop an international team.
• Track industry technology trends, put forward solution optimization suggestions, put forward optimization suggestions for cost reduction and efficiency increase, and provide more optimized solutions.
2 Qualifications & Experience:
• Master's degree or above in Mechanical Engineering, Civil Engineering, Marine and Offshore Engineering, or related disciplines.
• 8+ years of experience in related field, with responsibility for 3 or more actual projects
• Experience with the transportation and installation methods in the European market, as well as the necessary lifting equipment and tools (such as single-blade lifting equipment, full tower lifting equipment, and blade rack on the installation vessel, etc.)
• Be familiar with international offshore/onshore wind power standards, IMO regulations, maritime norms, etc.
• Familiar with engineering software (such as AutoCAD, ANSYS, OrcaFlex, SESAM, etc.), and have certain programming skills to process and analyze relevant data.
• Experience with project management knowledge and tools (e.g. MS Project).
• Those holding relevant certificates (such as GWO maritime survival training, PMI certification) are preferred.
