The Commissioning Engineer is responsible for planning, executing, and overseeing the commissioning and start-up of mechanical, electrical, instrumentation, piping, and process systems in the oil and gas facilities. The role ensures all systems are tested, verified, and safely handed over to operations in accordance with design, COMPANY standards, and HSE policies tasks.

The Commissioning Engineer is responsible for planning, executing, and overseeing the commissioning and start-up of mechanical, electrical, instrumentation, piping, and process systems in the oil and gas facilities. The role ensures all systems are tested, verified, and safely handed over to operations in accordance with design, COMPANY standards, and HSE policies tasks.
General Description of Role and Responsibilities [ but not limited to ]:
Planning & Preparation
- Develop commissioning procedures, test packs, and system completion dossiers.
- Define commissioning scope, resources, tools, consumables, and sequence.
- Review and align engineering deliverables (P&IDs, SLDs, cause & effect charts, loop diagrams).
- Coordinate with engineering, construction, vendors, and operations for seamless transition.
Execution of Commissioning
- Perform pre-commissioning and commissioning of systems such as:
- Mechanical: pumps, compressors, vessels, rotating/static equipment.
- Electrical: switchgear, transformers, MCCs, UPS, generators.
- Instrumentation: control loops, transmitters, DCS/PLC logic verification.
- Piping: flushing, leak tests, system pressurization.
- Process: functional and performance testing, utilities and process start-up.
- Monitor system energization, punch list clearing, and system walkdowns.
- Ensure safe execution in accordance with permit-to-work (PTW), LOTO, and SIMOPS protocols.
System Handover
- Participate in mechanical completion, pre-start-up safety reviews (PSSRs), and client signoffs.
- Verify final documentation, red-marked drawings, calibration reports, and test certificates.
- Support performance testing, reliability runs, and stabilization of the facility.
HSE & Compliance
- Enforce commissioning safety standards and participate in HAZID, HAZOP, and risk assessments.
- Conduct toolbox talks and ensures team adherence to PTW and isolation procedures.
- Report incidents and participate in root cause analysis when needed.
Coordination & Interface
- Liaise with construction, QA/QC, vendors, subcontractors, and operations for schedule alignment.
- Manage punch list resolution (category A, B, C), system readiness, and progress reporting.
- Interface with software and instrumentation vendors during control system testing and tuning.
Skills & Competencies
- Deep knowledge of system commissioning methodologies and standards (e.g., API, IEC, ASME, ISO).
- Strong understanding of P&IDs, loop diagrams, cause & effect matrices, and logic diagrams.
- Ability to coordinate multidisciplinary teams and resolve field issues under pressure.
- Proficiency with commissioning management systems (e.g., ICAPS, WinPCS, CMS).
- Strong analytical, communication, and reporting skills.
Qualifications, Experience, Knowledge and Skills:
- Bachelor of Science Degree (BSc) in Electrical Engineering from an accredited university.
- Work experience of eight (8) years in the sought discipline aner earning the university degree.
- Candidates should have a minimum of 5 years of offshore experience in total, with at least the last 3–5 years spent on offshore projects.
- Excellent spoken and written English including proven ability to write reports.
