Safety Officer

Location: Qatar

Job Purpose

We are seeking an experienced Safety Officer to monitor and enforce health, safety, and environmental standards across onshore and offshore project sites. This role ensures compliance with approved safety procedures, risk assessments, method statements, and permit-to-work systems throughout construction, installation, and operational phases.

Key Responsibilities

• Conduct daily and weekly HSE inspections to ensure compliance with approved JSA/JHA, risk assessments, method statements, and permit-to-work procedures
• Identify hazards and implement risk reduction measures across all project areas and phases
• Review and provide input on method statements, Job Safety Analyses, safety certifications, and other HSE documentation submitted by contractors
• Monitor contractors' compliance with HSE plans, policies, procedures, and regulations
• Support senior HSE engineers in implementing project HSE performance monitoring, objectives, guidelines, and corporate standards
• Ensure adherence to legal and regulatory requirements, national laws, and relevant international conventions
• Maintain HSE risk registers and records, ensuring proper monitoring and close-out of risks throughout the project lifecycle
• Conduct incident investigations and oversee the implementation of corrective and preventive actions
• Lead site safety meetings and promote HSE awareness among project staff and contractors
• Perform safety audits, recommend corrective actions, and ensure proper follow-up and implementation

Qualifications

• HNC/BSc or equivalent in engineering discipline
• Safety qualifications (NEBOSH, safety diploma, or equivalent) and preferable membership in a recognised safety institution
• Offshore safety training (e.g., TBOSIET, H2S, PTW, JSA) and lead auditor training desirable

Experience

• Minimum 12 years' experience in project or operational safety (onshore/offshore), including work in offshore fabrication yards, platforms, barges, and offshore construction/installation projects
• Thorough knowledge of safety, health, and environmental regulations, standards, and procedures
• Experience managing contractor/subcontractor compliance with HSE management systems
• Experience in the Arabian Gulf is desirable
