Role Overview We are seeking an experienced Lead Electrical / HVAC Engineer to provide technical leadership for electrical and HVAC maintenance activities during start-up and operational phases of a large-scale onshore energy facility in Uganda.
Reporting directly to the Head of Maintenance, the role is critical in ensuring that all electrical maintenance strategies, procedures, and resources are technically sound, compliant with statutory and company standards, and ready to support safe, efficient production operations from first start-up onwards.
This is a senior technical position requiring strong leadership, deep electrical engineering expertise, and experience in complex oil & gas or petrochemical environments.

Key Responsibilities Project & Start-Up Phase
- Act as technical lead for the Electrical discipline within the Maintenance & Integrity Engineering (MIE) team
- Review EPC-issued documentation in the Electronic Data Management System to ensure suitability for maintenance and operational use
- Lead development of Electrical Maintenance & Integrity Engineering strategies, maintenance plans, procedures, and spare parts philosophies
- Review and approve MIE contractor deliverables to ensure alignment with legislation, company standards, and industry best practices
- Contribute to inter-disciplinary maintenance strategy development, criticality analysis, and global maintenance planning
- Ensure preparation of complex electrical procedures, including black start, electrical switching, grid connection, and power restoration
- Implement Electrical Authorization and Safe Systems of Work, including development of authorization and habilitation plans
- Support selection, inspection, storage, and procurement of operational spare parts
- Prepare Company Management System (CMS) documentation within area of responsibility
- Attend FATs and SATs at vendor facilities as required
- Support commissioning, start-up, and handover activities with operations and maintenance teams
- Develop and implement digital tools to support post-start-up maintenance management
- Develop and implement procedures for national grid connection and regulatory interfaces
- Liaise with regulatory bodies and permitting teams to secure required approvals for operation
- Support development of SECE systems and ensure maintenance assurance regimes are in place
- Provide technical input into recruitment, training, and competency development of maintenance personnel
- Prepare technical scopes of work for specialized maintenance contracts and support tender evaluations
- Undertake Electrical Technical Authority responsibilities in line with Electrical Safety Rules
- Provide specialist electrical engineering support to site teams to ensure safe, reliable operation of facilities
- Support maintenance planning and scheduling to ensure availability of resources, materials, and procedures
- Lead investigations into electrical equipment failures, outages, and incidents, defining corrective actions
- Prepare performance, compliance, and regulatory reports for local authorities and head office
- Act as SECE Guardian for assigned Performance Standards, ensuring ongoing compliance and assurance
- Ensure all maintenance activities comply with local legislation and company standards
- Review, prioritize, and manage discipline-related modifications and improvement actions
- Prepare scopes of work, technical justifications, and cost estimates for modifications
- Manage allocated maintenance budget lines and monitor expenditure
- Greenfield onshore development in a country with limited oil & gas operational history
- Large-scale, geographically dispersed facilities in a remote area with environmentally sensitive surroundings
- High electrical equipment density requiring strong maintenance governance and technical leadership
- Multicultural working environment governed by Ugandan regulations and international industry codes
- Ensure safe and reliable electrical systems supporting production efficiency
- Maintain the highest electrical safety standards and continuity of operations
- Provide expert technical guidance to site-based and office-based teams
- Act as Contract Representative for nominated maintenance and service contracts
- Build effective working relationships with internal teams, contractors, and vendors
- Degree in Electrical, Electronic, or Instrumentation & Control Engineering from an accredited university (or equivalent)
- Minimum 12 years’ experience in electrical maintenance within oil & gas or petrochemical environments
- At least 2 years’ experience on an operational plant
- Previous experience in a senior or supervisory electrical engineering role in operations
- Strong working knowledge of international codes and standards (NEC, IEC, ISO, NEMA, ATEX, API, ASME, ANSI, NORSOK, ASTM, etc.)
- Strong technical authority and leadership capability
