Senior HSE Engineer

JOB OVERVIEW

An international energy and infrastructure organisation is seeking a Senior HSE Engineer to provide leadership and oversight of HSE management for large-scale projects. The role is responsible for developing and implementing HSE systems, plans, and initiatives, ensuring compliance with international standards, corporate requirements, and local regulations.

The position requires extensive experience in project safety management, HSE audits, risk assessments, and the development of HSE objectives, KPIs, and performance monitoring systems.

KEY RESPONSIBILITIES

• Lead the development and implementation of departmental HSE management systems, including objectives, key performance indicators, procedures, guidelines, and policies.
• Review project Scope of Work and specify HSE requirements at the early stages in line with corporate and project technical requirements.
• Participate in technical bid evaluations for new projects and review tender submissions for HSE compliance.
• Conduct reviews of high-level HSE project documentation and perform periodic internal audits and site assessments to ensure compliance with HSE requirements.
• Monitor and participate as auditor in key and critical HSE compliance audits, inspections, and reviews within projects.
• Facilitate corporate and certification agency HSE audits and ensure corrective actions are implemented.
• Guide and monitor compliance with HSE legal requirements, national laws, and international conventions within projects and departmental activities.
• Support QHSE certification activities including risk assessments, HSE targets and objectives, monitoring, and reporting.
• Provide guidance and support to project HSE teams for implementing corporate and departmental HSE requirements.
• Establish departmental annual HSE objectives and performance targets, and monitor implementation and reporting.
• Lead investigations of HSE incidents, ensure corrective and preventive actions are implemented, and maintain lessons learned and root cause analysis registers.
• Maintain departmental HSE risk registers for all projects.
• Participate in HSE studies and provide inputs for design, planning, and operational phases of projects.
• Enhance HSE awareness among staff and contractors through training, guidance, and competency development.
• Review and assess contractor HSE personnel qualifications, conduct interviews and competency assessments, and ensure proper mobilisation to project sites.
• Visit project sites regularly to ensure effective implementation and coordination of HSE requirements.

REQUIRED QUALIFICATIONS

• Bachelor's degree in Engineering or related discipline from an internationally recognised university.
• Certifications / diplomas in OSHA, NEBOSH, IOSH are required.

REQUIRED EXPERIENCE

• Minimum 15 years' experience in HSE management with exposure to construction safety on major infrastructure or oil & gas projects.
• At least 5 years in a senior HSE position.
• Extensive experience in HSE target setting, KPIs, performance monitoring, and compliance management.
• Experience with HSE audits, inspections, incident investigation, and risk assessments.
• Knowledge of ISO and OSHA standards and international codes.
• Experience in providing safety training and awareness courses to staff and contractors.
