We are looking for a Control System Specialist for one of our clients with the following details: (candidates based in Oman preferred)

QUALIFICATIONS & EXPERIENCE

• Master degree in Engineering (Control and Instrumentation)
• Excellent knowledge of written, read, and spoken English (required)
• Professional Experience: +15 years' experience in the Oil & Gas industry with proven experience with large onshore plants and LNG plants. Several years of proven experience in Commissioning and operation stage of LNG projects.
• Proven experience in dealing with one or more of the well-recognized ICSS vendors (Emerson, Yokogawa, Siemens, ABB, Honey well, Rockwell, Foxboro, etc).
• Experience in similar position (years): +10 years' experience as ICSS Specialist.

ACTIVITIES

Project Phase:

Commissioning and Start-up preparation:

• Review of the detailed functional analysis of each process function of the plant and of the Tank.
• Follow the ICSS Contractor during the Detailed Engineering phase (Functional Analysis, PSD & ESD Logic Diagrams, Man / Machine Interface) and check that Field Operation requirements are satisfied.
• Ensure Contractor has identified all/any temporary equipment requirements in a timely manner to ensuring there is no impact on the schedule.
• Define with the production team the ESD/F&G testing program and with Inspection the PSV testing program.
• Monitor and follow for ICSS and all Control equipment the execution of commissioning (including as required FATs at manufacturer Premises).
• Ensure any modifications are monitored through appropriate Engineering Query routine.
• Review and approve Black Start Procedure for ICSS side.
• Assist the CSL in identifying and addressing all internal/external interface issues with respect to Commissioning and Start-up.
• Ensure that all interface activities are managed and controlled correctly by Contractor.

Commissioning and Start-up execution:

• Witness and monitor ICSS and Package Control System activities performed by the Contractor, ensuring that Company requirements are fulfilled.
• Check correct communication between ICSS and other Package Control Systems.
• Monitor and follow the ICSS SAT
• Assist the commissioning technicians and panel operators in the operation of ICSS and Package Control Systems during loop checking and commissioning phases.
• Ensure the progress is in accordance with priorities driven by the Commissioning and Start-up sequence.
• Follow and Validate Punch list items entry / clearance related to ICSS and Package Control System.
• Ensure optimal Vendor mobilization and planning for start-up of equipment.
• Control for ICSS and Package Control System the execution and the reporting of OTP execution and ensure that all technical and planning information are properly recorded, collected and available for inspection/reference as required by Company policies.
• Validate the results of the operational tests.
• Validate PID regulation values and set up and configure trending module.
• Validate Commissioning of Tank Gauging System.
• Report immediately any unexpected events which may affect the Commissioning of the plant or the Start up.
• Review, assist and approve the commissioning dossiers and after completion of OTP activities, co-sign Achievement of Commissioning (AOC) and Hand-over Certificates.
• Ensure the equipment during and after Commissioning is suitably preserved and maintained by Contractor.
• Ensure a smooth handover (feedback and training) to the Field Operations Team.
• Ensure that ICSS and Package Control System master files are updated and reflect the "As commissioned" status at the time of Transfer.

Production Phase:

• As part of the duties of the Control System Specialist it is required to assist in the development of ICSS & Package Control System learning and assessments for PROJECT technicians.
• This role will also be active in the implementation and continual improvement of the on-job training delivery which forms part of the competence assurance process.
• This is to create a learning culture within the organization through knowledge sharing and mentoring of assigned PROJECT technicians.
