Role Overview
The QA/QC Engineer (Civil) will be responsible for managing and overseeing quality assurance and quality control activities for civil and structural works on major process plant and energy projects. This role requires extensive site-based experience and strong leadership capability within multicultural project teams.
Key Responsibilities
- Review, coordinate, and support submission of QA/QC documentation including ITPs, QCPs, MARs, and related quality records in line with the construction programme
- Support functional supervision in the review and approval of quality, engineering, and procurement documentation
- Ensure full implementation of project QA/QC requirements at site, suppliers, and subcontractors in compliance with specifications and technical standards
- Organise and participate in pre-activity meetings, quality walkthroughs, and regular QA/QC meetings
- Conduct on-site and off-site surveillance and inspections of civil and structural activities
- Identify non-conformances and direct contractors on corrective and preventive actions
- Initiate and manage NCRs, including follow-up on root cause analysis and close-out
- Monitor material test certificates, construction dossiers, and traceability records
- Verify implementation of preservation management systems
- Ensure inspection and test equipment registers and calibration records are maintained
- Monitor inspection and test status of civil works and review statistical quality data
- Track and report KPIs and performance indicators relevant to the discipline
- Participate in internal and external audits, including vendor and subcontractor audits
- Supervise and coordinate discipline inspectors and QA/QC personnel
- Provide technical guidance and report quality issues to the functional supervisor
- Work in construction site and outdoor conditions for a significant portion of the role
- Comply with project safety requirements and promote a strong safety culture
Candidate Requirements
- Bachelor degree in Civil Engineering or equivalent from a recognised institution
- Certified QMS Lead Auditor (IRCA or equivalent)
- Additional professional certifications or memberships with recognised international bodies are desirable
- Extensive experience in QA/QC civil and structural works on major oil and gas or energy projects
- Proven experience on large greenfield or brownfield process plants; experience on large-scale solar or photovoltaic projects is an advantage
- Strong working knowledge of QA/QC processes, testing requirements, and acceptance criteria
- Good understanding and application of international codes and standards relevant to civil and structural works (such as BS, EN, ISO, ASTM, ACI, AISC, or equivalent)
- Hands-on experience with quality plans, inspection and test plans, audits, and surveillance programmes
- Experience managing QA/QC teams and coordinating inspection activities
- Ability to resolve complex quality issues arising from technical interpretation or scope clarification
- Strong communication skills and ability to work effectively in multidisciplinary and multicultural environments
