Job dimensions
• The Site QA/QC Manager manages the Quality Control team, leads the monitoring and oversight of the EPC Contractor performances in term of quality assurance and control of the works, and others quality activities assigned to the team.
• Site quality assurance and quality control activities mainly includes, but not limited to, all construction activities executed at site by EPC contractor. The plant is mainly constituted of 2 x 6.88 mtpa LNG Trains based on APCI technology, flare and vent system, MOF, Jetty with 5 berths loading station, temporary marine facilities, 2x60,000m3 condensate reservoirs, 2 ethane and 3 propane bullets, 2x180,000m3 LNG tanks, 4 BOG compressors, 6 GTG 210MW fitted with WHRU, 7 EDG, all associated utilities including infrastructure and buildings
• The Site QA/QC Manager manages a team of up to 50 personnel (10 to 15 direct).
Activities
• Inspire safety commitment in Client and EPC Contractor teams via deep knowledge of HSE and leadership by example.
• Ensure compliance with all relevant HSE requirements across the works to promote a healthy and safe work environment.
• Support the site Director in the overall Afungi site management and be a member of the site Emergency Management Team.
• Develop a team spirit, foster teamwork, and build trust within the team. Encourage suitable personal and professional development.
• Develop, adapt, and implement the Quality Management System (QMS) of the project (policies, plans, procedures, and requirements for Contractors) based on Company/Project Quality charters, directives, rules, and objectives, and to define, develop and implement the associated organization and means.
• Manage the QMS register (plans, procedures, specifications...) in consultation with the concerned Project Managers and Leaders.
• Investigate any identified or reported problem in the application of Project QMS and propose solutions/improvements
• Define, develop, and control implementation at site, together with the EPC contractor, Quality Surveillance of Construction (including QA/QC Inspection & Test Plans) Contractors, and suppliers and of their main Subcontractors, organize Quality audits , when required
• Review as necessary Contractor's key documents (e.g.: project execution plans, project quality plans, quality control plans, audit schedules and key project procedures), ensuring that they are in line with Project expectations and that they fulfil contract requirements.
• Provide overall direction in organizing, management and quality control of construction and system completion activities for all areas, as well as ensuring the quality control procedures are developed.
• Support the project control team by reporting QA/QC site activities and QA/QC Contractors’ performances
• Ensure adequate and timely reporting to the Project Management Team (reports / meetings) highlighting progress and areas of concern.
• Analyze and report quality performance for construction activities, identify any deviations/risks and propose mitigations.
• Identify, manage and follow-up any Project nonconformities, derogations, deviation, correctives actions until resolution
• Liaise with the Onshore Assurance and Integration Manager for support regarding NCRs management, audits or any other specific quality issues if required
• Ensure QAQC certification and associated regulatory framework according to local regulation Authority.
• Define, develop, and control implementation at site, together with the EPC contractor, on "Quality Culture" deployment program.
• Gather and validates ‘lessons learnt’ from all project team and provides feedback during the Execution Phase.
Context and environment
• Project entity is a multinational joint venture, has a large social performance element and is project financed by high profile lenders
• Afungi Site is extremely remote in Northern Mozambique with unreliable infrastructure and communications.
• The site is subject to mitigation measures based on Malaria, COVID pandemic and general security risks.
Accountabilities
• Responsible for Safe delivery of the Onshore facilities through the Construction phase and handover to Operations as per approved schedule/cost
• Coordination with other departments for the safe and on‐time execution of the work, to deliver a fit‐for‐purpose facility.
Qualifications/Experience required
• Degree in Engineering or another relevant subject required with either an advanced degree or professional qualifications preferred.
• 15 years’ experience, at least 5 years at a management level
• Strong HSE culture and safety leadership, effective communication and leadership skills with the ability to influence critical decisions.
• Strong English written and verbal communication skills required. Portuguese or French is advantageous.
