Job Title: Head of Completion
Location: Onshore Project Site, Qatar (Ras Laffan)

Job Purpose

The Head of Completion is responsible for the safe, structured, and certified transfer of systems from Construction to Commissioning, and from Commissioning to Start-up and Operations. This role ensures that all systems, documentation, and activities are complete, compliant, and aligned with project design, commissioning sequences, and contractual requirements.
The role provides strong leadership and coordination between the EPC contractor, project teams, and operations stakeholders to deliver completion and handover milestones safely, efficiently, and within project timelines.
 
Key Responsibilities

• Lead and manage all activities related to system completion, handover, and certification across utilities, process, and inlet facilities.
• Oversee the preparation, review, and management of completion and handover documentation, ensuring accuracy, integrity, and alignment with commissioning and start-up sequences.
• Ensure EPC contractor deliverables related to construction, pre-commissioning, and commissioning are reviewed, approved, and delivered on schedule.
• Develop and implement completion and handover strategies to achieve key project milestones and minimize risks to schedule.
• Maintain effective coordination between construction, pre-commissioning, commissioning, and operations teams to ensure seamless system transfer.
• Establish early coordination mechanisms and clear system boundaries to avoid rework, delays, and frequent database changes.
• Identify potential risks to handover milestones and implement mitigation plans, including effective punch list management and close-out.
• Provide day-to-day coordination with EPC contractor counterparts, leading subsystem progress reviews and verifying ITR and dossier readiness.
• Optimize internal resource allocation to support efficient completion and handover execution.
• Ensure safe and compliant Care, Custody, and Control handover documentation from the contractor to Operations.

 
Job Context & Scale

• Oversight of system completion across three major areas
• Management of more than 1.5 million check sheets and over 5,000 subsystems
• High level of interface management in a complex, large-scale onshore project environment

Minimum Requirements
Qualifications

• Bachelor’s Degree in Engineering

Experience

• Strong prior experience in Commissioning and/or Maintenance roles within Oil & Gas or LNG facilities
• Prior experience in a supervisory or leadership role, including oversight of EPC contractors and service providers
• Proven experience working with systemization, completion databases, pre-commissioning and commissioning procedures, including SIMOPS
• Strong leadership capability with experience managing multi-discipline teams and working closely with operations and end users

Technical & Professional Skills

• Broad multi-discipline technical background in Oil & Gas projects
• Strong understanding of Construction, Commissioning, Start-up, and Operations processes
• Excellent coordination, facilitation, and stakeholder management skills
• Strong analytical, organizational, and problem-solving capabilities
• Experience in risk identification, mitigation planning, and schedule recovery
• Ability to manage high workloads and competing priorities in a fast-paced project environment
